<br />. <br /> <br />MR. CHRISTOFFERSEN: It would gradually cause it to be <br />less and less adequate. It's inadequate right now. I might say <br />more and more inadequate. The conditions would tend to be worse <br />as development occurs. Bear in mind thai this system was con- <br />structed under rural circumstances. Now the area has become <br />urbanized. Each property, as it develops, creates more run-off. <br />The development of a certain property on its own may not be the <br />straw that broke the camel's back, but the combination of all <br />of them is what causes the problem, and you'll see more and more <br />flooding if (inaudible) isn't completed. . <br /> <br />MR. WAYNE SERKLAND: How much of this is in the Rice Creek <br />Watershed area? <br /> <br />MR. CHRISTOFFERSEN: The whole area. <br /> <br />MR. WAYNE. SERKLAND: Doesn't the Rice Creek watershed <br />District itself have certain rules and regulations that would <br />prohibit development of any of this property without accomo- <br />dating its drainage in such a way that it would not - before any <br />parcel could be developed - to have ponding areas sufficient to <br />contain its drainage so that there will be no increase? <br /> <br />, <br /> <br />MR. CHRISTOFFERSEN: For your information, the Rice Creek <br />Watershed District has been kept up to date on this particular <br />plan. They do enforce regulations that require no more drainage <br />leaving the property than what currently exists today. This <br />plan takes into account their requirements. <br /> <br />MR. WAYNE SERKLAND: Their requirement, in fact, would <br />put an end to what you have just projected as the increased <br />inadequacy, would it not? <br /> <br />MR. CHRISTOFFERSEN: That's for all new building, not for <br />the buildings that have occurred in the past. This is an <br />attempt to provide a total overall ponding in areas where we <br />can provide it, particularly north of the freeway. There are <br />areas where it could be provided and have been provided. <br /> <br />MR. WAYNE SERKLAND: But this particular project would not <br />relieve an undeveloped area of the rules and regulations of the <br />Rice Creek Watershed District, would it? <br /> <br />. <br /> <br />MR. CHRISTOFFERSEN: In your particular case, the way I <br />understand it, Mr. (inaudible) from your office - was the fact <br />that there is a pond on your property, the Tri-State property, <br />that the Rice Creek Watershed has been protecting for the whole <br />drainage area. Not necessarily just for yours. It would be <br />understood, and I hope they would understand, that should this <br />improvement proceed, then the only amount of ponding that would <br />be required on your property would be that to take care of your <br />property and not the rest of the run-off of the other property. <br /> <br />8 <br />
