CHRISTOFFERSEN: Yes sir. On various occasions, <br />particularly in 1978, the ditch along the west side of Lexington <br />Avenue was flooded because primarily of the restriction of the <br />42 inch pipe, the freeway was flooded. That's where the prime <br />source was. There was also flooding at the intersection of <br />County Road F and Lexington Avenue in that location. The <br />County, by the way, plans to construct catch basins in this <br />area. <br /> <br />MR. WAYNE SERKLAND: Those immediate local problems could <br />have been solved by a change in culvert sizing in the areas <br />draining those particular - you said it's a 42 inch culvert, <br />I assume . . . <br /> <br />MR. CHRISTOFFERSEN: It's a 42 inch storm sewer when it <br />reaches Grey Fox Road. That storm sewer was constructed in <br />1960. The design criteria when that was constructed, I have <br />not been able to locate that. This was, if I'm not mistaken, <br />my records indicate it was constructed bv the Minnesota <br />Department of Transportation when they were constructing the <br />freeway system. <br /> <br />MAYOR CRICHTON: Before we go on, just let me make sure <br />I understand, Mr. Christoffersen. There was an implication in <br />your statement that if the County was not going to upgrade <br />Lexington Avenue and fill in that ditch then we wouldn't need <br />to do anything. Is that what you meant to imply? <br /> <br />MR. CHRISTOFFERSEN: I suppose that you wouldn't have to <br />do anything. I think the important thing is that if Lexington <br />Avenue is to be upgraded, the storm sewer is necessary. Storm <br />sewer is necessary anyway. <br /> <br />MAYOR CRICHTON: Perhaps Dr. Woodburn can . . <br /> <br />COUNCILMAN WOODBURN: I have another question (inaudible). <br />We go back from 1970 on this first project. The first indica- <br />tion that something needed to be done here, would need to be <br />done, was in 1970. So to carry this on, there has been, as . <br />you say, some flooding. There has been some flooding as it is. <br />That is one of the reasons for upgrading the system. And then, <br />as Mr. Christoffersen said, as we get further development, I <br />would assume that it is inevitable that there will be a certain <br />increase in run-off during heavy periods of rain, despite the <br />best efforts to pond this. Since we have had flooding before, <br />what would this increased run-off and development have to do with <br />the present state of adequacy or inadequacy of the storm system? <br /> <br />7 <br />
