<br />Minutes of Special Council Meeting <br /> <br />Ma r ch 23, 198'1- <br /> <br />. <br /> <br />It was Council's understanding that the Ordinance draft, after re- <br />draft by Attorney Lynden,shall be referred to the Parks Committee <br />for its recommendations to Council. <br /> <br />Lexington/694 Storm Draina~e Project - Status Report on Cost <br />Sharing Joint Powers Agreement <br />Lynden reported receipt of a number of proposed changes by <br />Shoreview's attorney; reported that he will continue negotiations <br />pending with the City Engineer and Shoreview's Engineer and Attor- <br />ney; .said he anticipates they will be resolved by the March 30th <br />meeting. <br /> <br />Trinity Church Parkin~ A~reement - Status Report <br />Reported that this agreement has not been prepared to date. <br /> <br />McAllister asked that it be completed by the end of March if <br />possible, for Council's consideration. <br /> <br />. <br /> <br />County Road E Easements <br />McNiesh reported that one easement has been received; anticipates <br />receipt of all signed agreements by March 31st. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />New Brighton Interceptor - Status Report <br />Council was referred to letter of 2-19-81 to New Brighton Public <br />Works Director from Metropolitan Waste Control Commissioner re <br />inter community sewage flow between the cities of Arden Hills and <br />New Brighton. <br /> <br />. <br /> <br />Christoffersen explained that excess capacity may be available for <br />Arden Hills' use of the New Brighton Interceptor; noted that no <br />specific cost estimates have been computed as to whether this <br />would be viable for Arden Hills. Christoffersen said he would <br />like to compare the economic cost of the old plan with the New <br />Brighton estimates. . <br /> <br />Hollenhorst moved, seconded by McAllister, that Council authorize <br />the City Engineer to proceed with the cost comparison for the <br />alternate sewer line. Motion carried unanimously. <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br />$270,000 @ Northwestern Bank Saint Paul for 3 months, maturing <br />June IS, 1981, at 14%. <br /> <br />McAllister moved to rstify the Treasurer's investment. Motion <br />was seconded by Johnson and carried., (4-0 Woodburn not present). <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 81-5, Lot Split and Consolidation and Special Uae Permit <br />for Electronic Communication Tower <br />Council was referred to Planning memo of 2-23-81, Engineer's Re- <br />port of 3-27-81, Planning Commission Minutes of 3-4-81 and to <br />plans for a proposed lot split and consolidation and Special Use . <br />Permit for an electronic communication tower. <br /> <br />Miller indicated the proposed 18.85 acre parcel at the south end <br />of Round Lake on which a 700-foot high 2-way radio communication <br />tower is proposed. Miller explained that in order to create a <br />parcel large enough to accommodate the tower guying requirements, <br />the applicant is proposing to split off the west 10 acres of the <br />17.6 acre Winiecki property and consolidate it with the 8.85 acre <br />Truhler property. <br /> <br />Miller explained that a 40' x 50' fenced area, including an <br />approximate 20' x 20' control building is included in the appli- <br />cation. <br /> <br />-2- <br />
