<br />~ <br /> <br />- ~ <br />Minutes of Special Council Meeting <br /> <br />Msrch 23, 1981 <br /> <br />Miller reported that some of the concerns expressed by residents <br />and the Planning Commission were related to potential nuisance <br />characteristics <br /> <br />-interference for radio and TV <br />-frequency compatibility with other towers <br />-icicles falling <br />-strobe lights nuisance to homes and drivers <br />-possible dan~er to wildlife. <br />.-radiation health problems <br />-impact on proposed park <br /> <br />. <br /> <br />Miller noted that the Planning Commission motion to approve the <br />proposal was subject to several conditions; vote on the motion was <br />split (3 to 3). Miller reported that it is his understanding that <br />the Parks Committee recommends denial because of impact on the pro- <br />posed park in the area. <br /> <br />Applicant Dan Vaughan explained that they do not want to be a pro- <br />blem to Arden Hills; want to be an asset to the community. Vaughan <br />referred Council to an actual survey taken of residents living in <br />Plymouth near the 385' strobe lighted tower; noted that the candle power <br />is reduced from 200,000 c.p. (day) to 4,000 c.p. (night); tower <br />in Plymouth has one level of 4 strobes at the top. Colored slides <br />of other towers were shown, as well as pictures of how the Arden <br />Hills tower will look. It was explained that the tower proposed <br />will be of galvanized metal (not a color); bottom strobe level <br />will be at 230', middle level at 500', top level at 700'. Pictures <br />of strobes with reflector plates, to reflect the light upward, were <br />shown. . <br /> <br />Crichton noted that tonight's meeting is not a Public Hearing but <br />new information will be heard. <br /> <br />Applicant Dan Vaughan provided pictures of the proposed tower area, <br />taken from across 1-694 in the Valentine Crest area. In an effort <br />to give an unbiased opinion and to satisfy questions. Vaughan said <br />he contacted every communications engineer he knows of in the Twin <br />Cities area to attend tonights meeting but none were available to- <br />night. Vaughan said he did talk with Henry Bruns, an Arden Hills <br />resident in this area, who works for Mn Dot, and asked him several <br />questions pertaining to the tower proposal. He had no objection <br />to the tower; he understands towers and said there certainly would <br />not be any interference problems (radios and TV's are on entirely <br />different frequencies. <br /> <br />Vaughan said he also talked to Herman Hamre (Mn Dot) and he gave <br />basically the same information. <br /> <br />Plans, indicating where the lights will go on the tower were <br />reviewed. <br /> <br />. <br /> <br />Crichton acknowledged receipt by the City of a number of notes, <br />from people who are not here or were unable to be here, expressing <br />their feelings.
