<br />, <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />~ <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, March 9, 1981 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br /> <br />Pursuant to our call and notice thereof, Mayor Crichton called <br />the meeting to order at 7:36 p.m. <br /> <br />Roll Call <br /> <br />Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst, <br />Maurice Johnson, <br /> <br />Absent - Councilmen Diane McAllister, Robert Woodburn. <br /> <br />Also Present - Village Attorney James Lynden, Engineer Donald <br />Lund, Treasurer Donald Lamb, Planner Orlyn Miller, <br />Clerk Administrator Charlotte McNiesh, Deputy <br />Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br /> <br />Johnson moved, seconded by Hollenhorst, that the Minutes of the <br />February 23rd Council meeting be approved as amended. Motion <br />carried unanimously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Lexington Ave./694 Storm Drainage <br />Council was referred to Lynden's letter of 3-6-81 re Lexington <br />Avenue Storm Drainage Project ST81-2 and the following attachments: <br /> <br />1) Cost Sharing Joint Powers Agreement. <br />2) Applicability of Chapter 106 vs. Chapter 429. <br /> <br />Lynden distributed copies of a color-coded map (Exhibit A) "Pro- <br />posed Improvement ST 81-2, Lexington Avenue and 1-694 Drainage", <br />to be attached to the Agreement and made a part thereof. <br /> <br />In a brief review of the Agreement draft, it was generally con- <br />curred that Section 6(e), as written. is too harsh and should be <br />re-worded; Lynden reported that Attorney Filla proposes some re- <br />visions to Section 9. <br /> <br />Johnson queried how the water runoff from the 20 acres will be con- <br />trolled (5) b. (top of page 4) <br /> <br />Lund explained that this will be a matter of controlling how the <br />area develops and how detention is maintained. <br /> <br />It was noted that the "Master Plan" for Deluxe Check Printers <br />(east of Lexington and south of County Rd. F) indicating proposed <br />development, has been referred to Arden Hills from Shoreview re- <br />questing comments pertaining to the proposal - public hearing on <br />March 10, 1981. <br /> <br />It was the general concensus that Chapter 429 seems to be the way <br />to proceed. Council action was deferred until the next meeting. <br /> <br />Park Ordinance <br />Lynden asked if Council's intent is to apply the ordinance to more <br />than City owned parks; if so, further changes should be made to <br />the ordinance draft (county parks. trails, parking areas within <br />and/or adjacent to parks etc.). <br /> <br />Deferred until next Council meeting. <br />
