" ~ Minutes of Regular Council Meeting Village of Arden Hills Monday, March 9, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to our call and notice thereof, Mayor Crichton called the meeting to order at 7:36 p.m. Roll Call Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst, Maurice Johnson, Absent - Councilmen Diane McAllister, Robert Woodburn. Also Present - Village Attorney James Lynden, Engineer Donald Lund, Treasurer Donald Lamb, Planner Orlyn Miller, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes Johnson moved, seconded by Hollenhorst, that the Minutes of the February 23rd Council meeting be approved as amended. Motion carried unanimously. Business from the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Lexington Ave./694 Storm Drainage Council was referred to Lynden's letter of 3-6-81 re Lexington Avenue Storm Drainage Project ST81-2 and the following attachments: 1) Cost Sharing Joint Powers Agreement. 2) Applicability of Chapter 106 vs. Chapter 429. Lynden distributed copies of a color-coded map (Exhibit A) "Pro- posed Improvement ST 81-2, Lexington Avenue and 1-694 Drainage", to be attached to the Agreement and made a part thereof. In a brief review of the Agreement draft, it was generally con- curred that Section 6(e), as written. is too harsh and should be re-worded; Lynden reported that Attorney Filla proposes some re- visions to Section 9. Johnson queried how the water runoff from the 20 acres will be con- trolled (5) b. (top of page 4) Lund explained that this will be a matter of controlling how the area develops and how detention is maintained. It was noted that the "Master Plan" for Deluxe Check Printers (east of Lexington and south of County Rd. F) indicating proposed development, has been referred to Arden Hills from Shoreview re- questing comments pertaining to the proposal - public hearing on March 10, 1981. It was the general concensus that Chapter 429 seems to be the way to proceed. Council action was deferred until the next meeting. Park Ordinance Lynden asked if Council's intent is to apply the ordinance to more than City owned parks; if so, further changes should be made to the ordinance draft (county parks. trails, parking areas within and/or adjacent to parks etc.). Deferred until next Council meeting.
