Motion carried unanimously. <br /> <br />Resolution No. 81-18, Receiving Report and Providing for Public <br />Hearing on Improvement No. P-81-1, Grey Fox Road. <br />Hollenhorst moved, seconded by Johnson, that Council adopt Resolu- <br />tion No. 81-18. Motion carried unanimously. <br /> <br />Infiltration/Inflow Analysis - Status Report <br />Lund noted that Arden Hills is in Stage 2 of the study; advised <br />that the best time to meter is in the spring of the year, con- . <br />sequently metering devices are being installed now at four lift <br />stations. An outline of the proposed schedule of work over 52 weeks <br />was distributed (9-18-80 thru 8-10-81). Lund reported that the rain <br />gauges are in; flumes have been installed; noted that metro meters <br />will be checked over an 8 week period to see if they are recording <br />accurately; advised that analysis of data will require about 4 <br />weeks and then another 4 weeks will be needed to prepare the re- <br />port to be sent to PCA and EPA for approval. <br /> <br />Lund said cost estimates for Stage 3 will then be prepared and line <br />by line smoke testing will be performed; noted that private property <br />problems indicated will not be federally funded; city will have to <br />determine how theae will be corrected and funded. <br /> <br />Lund described the EPA Program funding as 75% Federal Grant, 15% <br />State Grant and @ 10% City'a cost. <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 81-6, Variance - Front Setbacks for Garage Addition, <br />4126 Gale Ci rcle <br />Council was referred to Planning memo of 2-20-81, Board of Appeals <br />report of 2-27-81 and Planning Commission Minutes of 3-4-81. <br /> <br />A transparency was shown of the lot and existing house, indicating <br />the proposed 20' x 20' garage addition with bedroom above. Miller <br />noted that the actual variance requested is 11' (29' from front <br />property line; adjusted measurements to r.o.W rather than curb, <br />as presented). <br /> <br />In discussion, some concern waS expressed relative to the two story <br />height of the addition and that the building mass may shut off the <br />view for adjacent house. <br /> <br />Applicant Pitzen explained that the existing house has long narrow, <br />very inadequate bedrooms; wants the bedroom over the garage if he <br />buys the house; advised that the neighbors are aware of the 2 story <br />addition, favor the plan and have signed the plan. Pitzen showed <br />a sketch of the proposed front elevation of the house and photo- <br />graphs of the existing house. <br /> <br />After discussion, Hollenhorst moved, seconded by Johnson, that <br />Council approve the 11 foot front setback variance based on the <br />findings of the Planning Commission and Board of Appeals, and that <br />a hardship exists because of the existing house location. Motion <br />carried unanimously. <br /> <br />. <br /> <br />Case No. 81-1, Lot Split - Lot 4, Block 8, Josephine Hills No.2 <br />Council was referred to Planning memo of 2-20-81, and to trans- <br />parencies of attachments thereto indicating a proposed 100' x 332.4' <br />lot split from gov. Lot 5 (Lot 4, Block 8, Josephine Hills No.2) <br /> <br />Miller reported that the Planning Commission recommends approval <br />of the proposed split, provided no cutting is done on the east <br />side of the parcel; water storage to be replaced on lot surround- <br />ing pumping station (corner of Ingerson snd Hamline), Lot 6. <br /> <br />2 <br />
