($35,000- <br />site improvement; $3,000 - Planning Consultant) Amendment to <br />the motion carried (Woodburn, Johnson, Crichton voting in favor <br />of the motion; Ho llenho rs t, McAllis te r vo ting in oppos i tion) . <br /> <br />Amended motion carried (Woodburn, Johnson, McAllister, Crichton <br />voting in favor; Hollenhorst voting in opposition). <br /> <br />(McNiesh noted that it has been Village policy that Capital out- <br />lay items require Council approval.) <br /> <br />Trinity Church Parking Agreement <br />Council concurred with the changes to the Trinity Lutheran Church <br />Parking Agreement as recommended by the Parks and Recreation . <br />Committee (Minutes of 2-10-81). <br /> <br />(It was noted that the general con census is that the Agreement <br />could be simplified; map is sttached; legal description is missing.) <br /> <br />Proposed Park Site - South of Round Lake <br />Buckley referred Council to his memo of 2-20-81 outlining his con- <br />cerns re a proposed development conflict with the proposed park <br />site south of Round Lake. <br /> <br />Council concurred that Buckley's concerns be relayed to the Plan- <br />ning Commission for its consideration in conjunction with review <br />of the proposed tower development. <br /> <br />Park Ordinance <br />Woodburn referred Council to a telephone poll of 62 Arden Hills <br />residents, which he conducted relative to four questions relatinS <br />to use of the Village parks. <br /> <br />Woodburn reported that he was gratified to find that about 50% of <br />those called, have used the city parks and trails the past year. <br />He noted that the poll indicated that about 63% favored beer beins <br />allowed at a family picnic in the parks. <br /> <br />McAllister expressed strong objection to the validity of the poll; <br />said she feels the questions were "loaded". Buckley Eequested <br />that the Parks Committee be given a copy of the poll for its con- <br />sideration. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Improvement No. P-80-1, County Road E - N.S.P. <br />ground Electric <br />Herman (Spike) Johnson (N.S.P.) briefly reviewed <br />proposed underground electric and showed samples <br />be used. <br /> <br />Plans for Under- <br /> <br />the plans for the <br />of the cables to <br /> <br />Christoffersen reported that some easements have not been obtained <br />to date; should have them prior to the March 9th meeting, at which <br />time Council will presumably have sufficient information to deter- <br />mine whether or not to proceed with the improvement. It was noted <br />that burying of the telephone lines is to coincide with the under- <br />ground electric project. <br /> <br />Improvement No. ST81-2, Lexington/694 Storm Draina~e <br />Christoffersen referred Council to his letter of 2-19-81 and <br />attached proposed schedule for the Lexington Avenue/I-694 Storm <br />Drain improvement, prepared by the Shoreview and Arden Hills <br />Engineers, based upon a bid award about the first of July. <br /> <br />After a brief discussion, Hollenhorst moved, seconded by Johnson, <br />that Council adopt Resolution No. 81-1&, Ordering Preparation of <br />Updated Feasibility Report for Improvement No. ST81-2.
