(4-0) /J----,fl <br />(~/~v /ttYu~A:(j f::?w~ . <br /> <br />Case No. 81-3, Building per~it fmt Office/Warehouse/Manufacturing <br />Building - Welsh Construction Corporation <br />Council was referred to Planning Memo (1-29-81) and to Planning <br />Commission Minutes (2-4-81). <br /> <br />Miller indicated the proposed location of the 47000 sq. ft. build- <br />ing (east of International Paper Company and west of the City's <br />water booster station on led Fox Road) to house an electronics <br />firm and, initially, space for lease. <br /> <br />Dennis Doyle (Welsh Construction Company) said that a quality <br />building is proposed which will be 30% office, balance will be <br />clean area manufacturing and warehousing; noted that most R.T.I. <br />work is done under microscopes (Resistence Technology Inc.) for <br />hearing aid industry. It was explained thst deliveries are basic~ <br />ally by UPS. <br /> <br />Bill Anderson (The Design Partnership Architects) referred Council <br />to the grading plan; explained that drainage is to a ponding area <br />at the northwest corner on the International Paper Company pro- <br />perty; noted that the drainage plan has been referred to the City <br />Engineer and lCWD. <br /> <br />Anderson said the green space and parking plan responds to ordinance <br />requirements; landscaping reponds to requirements, except for five <br />decorative trees at the front of the building, which will be pro- <br />vided. <br /> <br />Building elevations were shown which Anderson said are intended <br />to show proportions only. The exterior was described to be of two <br />kinds of concrete block, break-off and single-scored, with steel <br />roof construction. <br /> <br />Miller reported that the Planning Commission recommends building <br />permit approval, with 2 contingencies: <br /> <br />1. access to potential water tower site, if necessary, and <br />2. approval of drainage plans by City Engineer and lCWD. <br /> <br />Miller noted that the modified plan, as ~resented, is 1% or less <br />non-conforming in area coverage; explained that the plan meets <br />code with number of standard parking spaces - some of the excess <br />spaces are smaller; suggested that is is doubtful that lCWD will <br />approve the drainage plan without some .type of erosion control. <br /> <br />Christoffersen said he has not seen drainage cslculations as yet. <br />It was suggested that the city require an easement delineating <br />the pond. Christoffersen reported that lCWD.requires individual <br />property owners to take care of their own ponding areas; doas not <br />know how effective this has been. <br /> <br />Doyle advised that International Paper Co. has agreed to the pond, <br />as proposed; are awaiting requirements from lCWD and City Engineer; <br />International Paper is amicable to the proposed pond. <br /> <br />After discussion, Woodburn moved, seconded by Hollenhorst, that <br />Council approve issuance of the Building Permit, with the follow- <br />ing contingencies: <br /> <br />1. Final landscape plan approval by Planner, and submiasion <br />of appropriate performance bond (amount to be determined <br />by City Planner.). <br /> <br />2. Demonstration of adequate, and legally binding, agreement <br />to accomplish run-off, ponding and maintenance thareof. <br /> <br />-3- <br />
