i L Minutes of Regular Council Meeting Village of Arden Hills Monday, January 26, 1981 - 7;30 p.m, Village Hall Call to Order Pursuant to due call and 'notice thereof, Mayor Crichton called the meeting to order at 7:30 p.m. Roll Call Present - Mayor Charlie Crichton, Councilmen Robert Woodburn, Janet Hollenhorst, Maurice Johnson, Diane McAllister . Absent - None Also Present - Village Attorney James Lynden, Engineer Donald Christoffersen,treasurer Donald Lamb, Clerk Admin- istrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes Johnson moved, seconded by Hollenhorst, that the Minutes of the Regular Council Meeting of January 12, 1981 be approved as amended. Motion carried unanimously. . McAllister moved, seconded by Hollenhorst, that the Minutes of the Special Council Meeting of January 13, 1981 be approved as submitted. Motion carried unanimoualy. Business From.the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Parking Agreement - Trinity Lutheran Church Council was referred to draft of Parking License with Trinity Lutheran of Lake Johanna. Lynden explained that it is his understanding that, Exhibit A (the approximate location and layout of the portion of the parkins lot to be licensed), and the legal description of the parkins lot are to be provided by Parks Director Buckley. In discussion, concern was expressed re #2. (p.2) applicability of the park ordinance to the portion of the parking area utilized for park purposes; may not be appropriate or desired by the church which may want to utilize the entire parking area for its OWn func- . tions at times.. Also queried was 14, Licensee's "Obligation" and jight to Manage, ~aintain, Operate etc. It was felt that this .ay be beyond what the Council intends, . After discussion, Council concurred that the Agreement be referred, by Parka liaison McAllister, to the Parks and Recreation Committee and Parks Director for their in-put, and to relay their comments to Attorney Lynden pr~or to further Council consideration. Case No. 80-44, Special Use Permit for Land Reclamation on Milton Property Council was referred to draft of Special Uae Permit - Case No.80-44. Woodburn moved, seconded by Johnson, thst Council approve Special Use Permit .Case No. 80-44, as amended. Motion carried unanimoualy. Bethel College - Nature Trails License Agreement Council was referred to revised draft of Bethel Collese License Agreemant. Woodburn moved, seconded by Hollenhorst, that Council approve the Bethel College Licenae Agreement, Motion carried unanimously.
