<br />Minutes of Regular Council Meeting <br /> <br />January 26, 1981 <br /> <br />.l l <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />\ <br /> <br />Improvement N~. P-80-1, County Road E - Reaolution No. 81-13.. <br />Christoffersen noted that the Resolution, if adopted, does not <br />authorize N.S.P. to do the work, )ut approves the plans and specs <br />and authorizes preparation of an agreement. Christoffersen des- <br />cribed the improvement as four separate projects: <br /> <br />A. .urying elec:triC:"~~/ <br />B. Street lighting system . . . <br />C, Islands <br /> <br />~ ~~~u~ <br /> <br />A plan depicting'easement '~e~uirements and alternate island de- <br />signs, was reviewed, It was noted that chenges in topography <br />(berms, landsceping etc.) will be effectuated by a plan for each <br />property developed by the Planner; no provision for businesaes .~o <br />follow the plan has been established. <br /> <br />. <br /> <br />In discussion, clarification was requeste4 r.lative to requirement <br />to advertise for bids since NSP has an "exclusive franchise" to <br />bury the power lines; also of concern was approval of plans and <br />specs when they, in fact, are not available for review. <br /> <br />Johnson explained that NSP will follow their standards; City approval <br />will be in accordance with NSP standards. <br /> <br />McAlliater said she is opposed to burying the lines; not an appro- <br />priate expenditure of Arden Hills monies. <br /> <br />In further discussion, Christoffersen was requested to ask NSP for <br />a drawing which shows the work to be done under the agreement. <br /> <br />Hollenhorst moved, seconded by Woodburn, that Council adopt res- <br />olution No. 81-13, Ordering Procurement of Cost Estimate frOB <br />Northern States Power Company for Impr. No. P-80-1, Project A, <br />subject to submission of appropriate plsns and specifications <br />documentation requested. Motion carried. (Hollenhorst, JohBson, <br />Woodburn voting in favor of the motion. McAllister, Crichton <br />voting in opposition). <br /> <br />Mr. Brausen (Arden Hills Standard) was present; said he had no <br />comments relative to the improvement proposal. <br /> <br />Lexington Avenue - Grey Fox to 790 ft, north of County Road F <br />Council requeated Christofferaen to review the plans for the <br />Lexington Avenue Improvement (S.A.P, 62-651-16) and to report <br />findings to Council. <br /> <br />In discussion of letter from Ramsey County Coordinating Engineer <br />Wayne Leonard, concern was expressed re rationale of requirement <br />that the municipality pay all energy and maintenance costs of <br />traffic signals. It was the general concensus of Council that <br />these costs should also be proportionably apportioned. <br /> <br />McNiesh was requested to relay Council~ suggested change in <br />apportionment policy to Commissioner Robert Orth, <br /> <br />. <br /> <br />OTHER BUSINESS <br /> <br />Case No. 80-12, Building Permit - W.W. Grainger Request to <br />Reconsider Deletion of Parking Spaces <br />Glenn Gauger (GauseI' - Parrish, Inc.) displayed the site plan of <br />the proposed W,W. Grainser, Inc. warehouse facility; requested <br />Council to reconsider its action of January 12th which deletes the <br />7 parking stalls at the south side of the building. Gauger ex- <br />plained that W.W. Grainger has established its own criteria for <br />parking needs, reflecting its experiences and desires; wanta the <br />convenience of this parking area for its employees. <br /> <br />-2- <br />
