Charlotte McNiesh, Deputy Clerk Dorothy <br />Zeh.. <br /> <br />Oath of Office. <br />Kayor Crichton administerad the oath of office of Councilaan to <br />Maurice Johnaon. <br /> <br />Approval of Minutes <br />Woodburn moved, aeconded by Crichton, that the Minutea of the <br />Dece.ber 22nd and 29th, 1980 Council Meetings be approved aa <br />aaended, and the Minutes of the January 2nd, 1981 Council Meeting <br />be approved ae submitted. Kotion carried unaniaously. <br /> <br />Busineaa from the Floor <br />N oue <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Designatiou of Additional MSA Roada <br />Couucil waa referred to Couucil action relative to designatiou of <br />additional MSA roads (Minutes of 12-22-80); noted that .93 ailea <br />are eligible for deaignation 1.10 milea apparently deaignated by <br />leaolution No. 80-66. <br /> <br />After diacuaaiou, Woodburn moved, seconded by Hollenhorat, that <br />Duulap be deleted from MSA designation, Resolutiou No. 80-66 be <br />repealed and Resolutiou No. 81-10 be adopted desiguatiu, an MSA <br />road, south of Round Lake joining Round Lake Road West with Old <br />Hi,hway 10. Motion carried (Woodburn, Hollenhorst, Johnaou, <br />McAllister voting in favor of the motion; Crichton voting iu <br />oppoaition). <br /> <br />Statua Report - Meetina with Shoreview EDaineers re Lexiuatou Ave' <br />694 Drainaae. <br />Chriatofferseu referred Council to Summary of Estimated Coat <br />Apportioument for the LexingtoD Ave. aud 694 Draiua,e Improve- <br />.ant; reportad that Alternate C is considered to be tha best <br />selection because it approaches the same costs as Alteruate A <br />for both cities and also provides protection for the State High- <br />way system and provides better conditions for water quality. <br />Christofferaeu noted that ShoreviewEngineers agreed that the costa <br />north of 694 are reasonable in total and split in a reasouable <br />manner; engineers have some concerns relative to the costa aouth <br />of 694. <br /> <br />Chriatoffersen reported certain changea in land use have occurred <br />aince preparatiou of the 1974 plan; noted that receut calculationa <br />10dicate run-off from Arden Hills will result in an increaae for Arden <br />811ls, and a decrease for Shoreview, of $58,000, caused essentially by <br />a change of uae in Shoreview from industrial to Ra.sey Co. open loace. <br />Christoffersen explained that RCWD requires developers to ma~utaih <br />drainage on raw land; must designate ponding areas. <br /> <br />After dilcussion, Council concurred that Alternate C calculation <br />method is appropriate way to proceed; requested a meeting with <br />Christoffersen regarding specific concerns prior to joiut meet- <br />ing with Shoreview. <br />
