<br /> , Minutes of Regular Council Meeting October 14. 1980 <br /> Page 2 <br /> Status Re p 0 r t - 550 Associates vs. City of Arden Hills <br /> Council was re fe rred to Lynden's Ie t te r of 10-10- 80 advising that <br /> the ma t te r has been settled; Attorney will prepare S tip ula ti on of <br /> Dismissal and Resolution effectuating the assessmen t reduction. <br /> Road Eaeemen t - Presbyterian Homes of Minnesota <br /> Hanson reported that be met wi th Reverend Hagstrom relative to <br /> the road e asemen t and park de di ca tion; advised tha t Presbyterian <br /> Homes does not an ti cip a te further development of the Sutton Place <br /> p rope rty at this time; noted tha t encroachment by re side n ts on <br /> the Presby te r i an Homes property has been eliminated to th e i r sat- <br /> isfaction. <br /> Af te r discussion it was the gene ral concenaua. of the Council that <br /> . the road easement and park dedication are separate issues; park <br /> cle di ca ti on to be negotiated at s e con d phase development of Sutton <br /> Place, <br /> Tab Ie d Motion re Park and Recreation Director Position <br /> Hanson read correspondence he re ce i ve d from Ruth Cadwell op p 0 s- <br /> ing the motion; noted that Public Works Supervisor Johansen has <br /> responded to Council's inquiries relative to supervision of park <br /> maintenance by the Pub 1 i c Wo rks De par t me nt, Hanson said that, <br /> be caus e of the public response and Mr. Johansen's cooperation <br /> exp ressed in his memo of October 9 th, he would like to withdraw <br /> the motion on the floor. Seconder Crichton agreed. <br /> In discussion, Woodburn said he feels that Council should not <br /> make any chan ges at this time. <br /> Wingert note d tha t the Park Director position is a very necessary <br /> one in the s tate of development we are in Ugh t now; that ..y <br /> change some years hence when the parks matu.re; noted that the <br /> main tenance function has been considered - sees no reason to <br /> change that at this time; the administrative and development <br /> functions should probab ly not be changed now but feels that the <br /> Council should review these functions in the coming ye ars , espe- <br /> cially when our parks are in a mature stage, <br /> Crichton s tate d that he has had some concerns J over the years, <br /> with certain aspects of the Park Director1s performance relative <br /> to business management and budge ting fun c t ions of bis job, but <br /> does not feel the difficulties are sufficiently major to make <br /> the changes that Council has considered; feels some work on these <br /> aspects is necessary; feels that Council should take its manage r- <br /> ial responsibility seriously and help to improve the departillent, <br /> activities; added that this does not in c lude the programs por tion <br /> of the job, which is being handled we 11. <br /> , <br /> Crepeau reviewed some of the history that b rough t about the motion; <br /> noted that a few yea rs ago he and Crichton (then liaison to the <br /> parks department) discussed a cooperative program with Bethel <br /> Co lIe ge relative to wh at the college could contribute to the ci ty, <br /> and the ci ty could contribute to the college; advised that this <br /> las t year he and Hanson (curren t liaison to the par ks departmen t) <br /> Proceeded along these same lines wi th Be th e 1 College and we re <br /> . considering that the parks director work ~ time fo r the ci ty and <br /> ~ time wi th the college with college picking up ~ of his ren um- <br /> eration. In the in te ri II, the Finance Committee E. Coun ci 1 put <br /> ~ of Park Director's salary in the budge t for 1980. anticipa- <br /> tiDg the o th e r ~ salary from Be the 1 - th is did not happen, so the <br /> city picked up the o th e r l; of the salary for 1980. Crepeau ex- <br /> plained that Council, therefore, discussed some economies in the <br /> parks maintenance position, thinking that the public works depart- <br /> ment could probably maintain the parks much bet te r than the young <br /> CETA employees who are not as familiar with. the equipment as <br /> public works employees. <br /> -2- <br />
