Authorize the Pub li c Works Supervisor to purchase and <br /> maintain parks equipment and als 0 to train park s pe r- <br /> Sonne 1 in use of parks e q ui pmen t ( a f te r they are trained, <br /> be supervised as us ua 1 by Parks Director), <br /> 4 , Provide for tho rough evaluation of the parks program <br /> by Council p ri or to 1982 bud ge t preparation, <br /> Hans on .aid this type of modi fica ti on would be constructive and <br /> would eliminate, for this one-year period, the most sensitive <br /> part of the job which has aroused the mos t cri ticism and the <br /> most concern. <br /> .~~ <br /> ^Cou comments were that recreational program evaluation is <br /> already being done; feels the ultimate evaluation is the util- <br /> ization of the programs by the area residents, One concern ex- <br /> p reased re transfer of park e q uipmen t purchase, park equipment <br /> maintenance and training of equIpment maintenance to public <br /> works would re suI t in two supervisors - one over these func tions <br /> and the o th e r over scheduling utilization and gene ral resource <br /> .management - a two-boss problem results. Ano the r concern ex- <br /> pressed was having to go to a cons ul tan t fo r park development. <br /> It Was fe 1 t that, in most instances I this should be done by the <br /> Park Director and Park Commi t tee. <br /> In fur the r discussion it was noted that there are management pro- <br /> b lems which should be resolved. It was suggested that one con- <br /> side ration might be the hiring of more skilled workers; noted that <br /> young unskilled workers can do a g re at deal of damage before they <br /> come up to wages ci ty may have to pay fo r more skilled lab~r. <br /> Audience participation was reques ted <br /> Ro be r t Nethercut spoke in favor of the parks program; said he <br /> feels abolishing the full time director would be the wrong way <br /> to go; is proud of the ci ty re co rd of getting its dollar's worth <br /> out of a comparatively minimal park budget; said he feels that <br /> the quality of life is an impo r tan t consideration; noted that <br /> Buckley is a fine person and has accomplished a lot for the de- <br /> . partmen t, <br /> Jerome Timm asked about the remarks made by Public Works Super- <br /> visor. Crepeau. reported that Johansen's memo indicated that he <br /> is willing to supervise the purchase and maintenance of equipment <br /> and to train personnel in the use of equipment. It was noted <br /> tha t Johansen was not "selling" the idea; had apprehenaions and <br /> advised that it would i'nvolve some additional cos ts . <br /> Mark Peterson asked why it would be e as ie r fo r the Public Works <br /> Department to handle park maintenance than the Park Department; <br /> -3- <br />
