Mo tion carried un- <br /> animously (4-0) . <br /> Claims and Payroll <br /> Wingert moved, se con de d by Hanson that Council approve the Claims <br /> . and Pllyrolls as presented. Motion carried unanimously (4-0). <br /> Fence at Arden Plaza <br /> Wingert reported that a 3 rat 1 high split rail fence is proposed <br /> by Ramsey County and Arden Plaza along the Lexington Ave ,I Arden <br /> Plaz~ht-of-Way line. Wingert explained that th ere is a 100 ,- <br /> ISO ';\em' nkment in this area; fence is to pre ve n t pedestrians and <br /> bicycles from possibly sliding down the hill. <br /> After dis cussion, Winge rt moved seconded by Crichton, that Council <br /> app rove the 3 rai 1 fen ce as proposed. Motion carried (Wingert, <br /> Crich ton, Woodb u rn voting in favor of the motion; Hans on voting in <br /> opposition). <br /> (Hans on said he did not th ink that a sp li t rail fen ce would be <br /> strong enough) , <br /> Northwestern Collel'.e Park Dedication Nel'.otiations <br /> Crichton reported th a t he has been working wi th Northwestern <br /> College regarding an appropriate pa rk dedication; requested Coun- <br /> cil's input as to desired specifics relative to a cash or property <br /> donation. <br /> Planning Commission Appointment <br /> Woodburn . reported that he discussed the appoin tmen t of Planning <br /> Commission member with Mayor Crepeau and appoints Kathleen <br /> Rauenho rs t to fill the vacancy of 8 e con d al te rna te for the b al- <br /> ance of 1980. <br /> Win ge rt move d, se con de d by Crichton, to ratify the appointment by <br /> Acting Mayor Woodburn. Mo t i on carried unanimously.
