District. <br /> Clerk Administrator McNlesh reported that Mr. Cossack, Blue Fox <br /> Inc. , ca II ed to advise that he favors the rezoning; no other <br /> comments have been rece I ved. <br /> Woodburn moved, seconded by Crichton, that Counci I approve the <br /> rezoning of the 2.8 acre parcel from 1-2 to B-2 and authorize <br /> Attorney Lynden to prepare the necessary documents to effect <br /> the rezoning. Motion carried unanimously. <br /> Miller referred Counci I to a transparency depicting the motel <br /> site and to his report of 8-27-80 and to the Planning Commission <br /> recommendations (Minutes of 9/25/80) . <br /> In rev I ew of the site plan, Mi Iler noted that 66 units are p ro- <br /> posed In the phase I configuration as indicated; plantings at <br /> the rear (north) oft he site wi II be included I n phase I. Miller <br /> noted that the proposed parking meets ordinance req u I rements; <br /> no provision Is made for part-time employee parking, but It i s <br /> felt that the gene ra I parking will be sufficient. Miller noted <br /> that a drive Is proposed to extend across the re a r 0 f the first <br /> phase structure. <br /> The App II cant reported that the grading plans have been reviewed <br /> by RCWD but have not been finally approved to date. Engineer <br /> Christoffersen noted that he wi I I need detai led grading plans; <br /> has received the grading schematic. <br /> Miller advised that the plan meets a I I setback and other minimum <br /> requl rements; noted that the Planning Commission expressed <br /> concern re certain code requl rements (handicapped, sound proof- <br /> ing, etc.) Applicant Chute rep II ed that his architect feels <br /> there will be no soundproofing problems as proposed; sound- <br /> proofing Is also a concern of motel management. <br /> Chute showed a sample of the exterior 4" x I 2" End i co tt b rl ck <br /> proposed for the exterior of the motel, and a lighting fixture <br /> b roch u re depicting the style of lighting to be used on the ex- <br /> terior of the bur Idlng and on standards; descrl bed the lighting <br /> as "down light" sufficient for security, not bright. <br /> . After discussion, Woodburn moved, seconded by Hanson, that Counci I <br /> approve the Bui Idlng Permit for the motel, subject to: <br /> I. Bui Iding Plan approval by the Fire Chief. <br /> 2. Landscape Plan and Lighting Plan approval by the City <br /> Planner, and re ce I p t 0 f Performance Bond In the amount <br /> of 125% of the cost of landscaping, prior to occupancy. <br /> 3. ResolutIon of park dedication prior to occupancy. <br /> 4. Drainage plan and ut II i ty connection plan approval by <br /> the City Engineer. <br /> Motion carried unan imously. <br /> -3- <br />
