<br />, <br /> <br />.i , <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, July 14, 1980 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pureuant to due call and notice thereof, Mayor Crepeau called the <br />meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor Henry J. Crepeau, Jr., Councilmen Robert Woodburn, <br />Charlie Crichton, James Wingert, Ward Hanson <br /> <br />. <br /> <br />Absent <br /> <br />- None <br /> <br />Also Present - Engineer Donald Christoffersen, Treasurer Donald Lamb, <br />Parks Director John Buckley, Planner Orlyn Miller, <br />Clerk Administrator Charlotte McNiesh, Deputy Clerk <br />Dorothy Zehm <br /> <br />Approval of Minutes <br />Crichton moved, seconded by Woodburn, that the Minutes of the Regular <br />Council Meeting of June 30, 19S0 be approved as amended. Motion <br />carried unanimously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF PARKS DIRECTOR JOHN BUCKLEY <br /> <br />Park Planning Consultant <br />Buckley referred Council to Minutes of Parks Committee Meeting of <br />7/8/S0 recommending that Wehrman-Chapman and Associates be retained <br />to assist in the planning of Hazelnut Park; reported that rough <br />estimate of cost is $2,500 to $2,700, according to Orlyn Miller, to <br />do a preliminary concept study, grading study and general development <br />plan. Buckley noted that the Committee felt it important to obtain <br />working drawings and professional planning. Buckley explained that <br />the Committee has previously had planning assistance from University <br />of Minnesota students; concept plans of Hazelnut and Cummings Parks <br />have been approved by Council; actual working drawings are needed <br />to accomplish the plan; Hazelnut Park is the top priority. <br /> <br />Hanson noted that the "change in direction" stemmed from the Committee's <br />feeling that work in existing parks could be improved upon. Buckley <br />noted that the Committee recently toured the City parks; feels the <br />need for some improvement in Ingerson Park; feels a c11mhlas,etrucCGre <br />(playground apparatus for children) is needed at Perry Park. <br /> <br />In discu~sion, Miller noted that the Committee invited him to discuss <br />what professional planning of the parks could do for the City; Committee's <br />desire is to better organize the concept plan to get the desired effect; <br />concerned re areas that didn't "quite come off"; want consistency in <br />the perks and desire to make them more attractive. <br /> <br />. <br /> <br />Council, after discussion, deferred action pending additional informa- <br />tion from the Committee relative to the apparent shift in direction <br />for park development. <br /> <br />19sa Site Improvement <br />Council was referred to Page 2 of Parks Committee Minutes re 19S0 <br />Capital Improvement Plan. Buckley ~xplained that the Committee would <br />like the Chatham Trail woodchip corridors between lots completed this <br />year; estimated cost at $l,500 to $3,000 for chips. <br /> <br />After discussion, Crichton moved, seconded by Hanson, that <br />autturize the woodchipping of the Chatham trails at $1,500 <br />Motion carried unanimously. <br /> <br />Council <br />to ~ t. <br />~~OO <br /> <br />Closing Hours - Village Parks <br />Buckley reported that the Pa:,ks Committee recommends that the City Park <br />hours be the same as the County Parks, effective now; deferred its study <br />of the other park regulations. <br />
