Ro 11 Call Pr~sent - Mayor Henry J. Crepeau, Jr., Councilmen Charlie Crichton, Ward Hanson, Robert Woodburn Absent - Councilman James Wingert Also Present - Attorney James Lynden, Engineer Donald Christoffersen, Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm Approval of Minutes of June 9th Council Meeting Hanson moved, seconded by Crichton, that the minutes of Council Meeting of June 9, 1980 be approved as amended. carried unanimously. the Regular Motion Business from the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Cable TV - Proposed Joint Powers Agreement and Resolution No. 80-34, Authorizing Participation in the North Suburban Cable Commission and Apnointing Director and Alternate Lynden reported no opposition to the proposed Joint Powers Asreement or Resolution; has a few minor suggested changes. Thomas Creighton (LeFevere, Lefler, Pearson, O'Brien and Drawz) responded to concerns of the Arden Hills Advisory Committee. (Minutes of Cable Communications Citizens' Advisory Committee of 6/24/80) as followc;: . 1. Azrees that an Alternate as well as a Director be appointed, either of whom authorized to vote. 2.- 30 votes (based on 1/5000 population or fraction) - Arden Hills entitled to two votes, noted this is the same basis used by the Suburban Rate Authority. 3. Explained that two votes does not make Arden Hills an unequal pa~tner; will recommend that 2/3 votes be required to pass; Arden Hills is strategically located, which makes it undesirable to the CST if Arden Hills should not like the next year's bud- get and pullout of the CST; feels the 2/3 majority to pass gives the SMaller cities a better advantage. 4. Explained that the power of the Executive Committee is only that wh~ch the Commission delegates; noted that a "good voice" is more important than the ilnumber of votes'f. Hanson asked if lines would be overhead or underground. Creighton explained that this is a policy deCision of each community. Creighton, in discussion, noted that five cities are needed to organ- ize; ectpects Commission to go ahead with the "kickoff" on July 15th; is hopeful that all the communities can move along together. Council deferred action to the July 14th meeting. Creighton was advised that he would be contacted by Wingert in the interim.
