Order <br />Pursuant to due call and notice thereof, Mayor Henry 3. Crepeau..3t. <br />called the meeting to order at 7:30 p.m. <br /> <br />Roll CaU <br />Present - Mayor Henry 3. Crepeau. 3r., Coun.cilmen Robert Woodburn. <br />Charlie Crichton, James Wingert. Ward Hanson. <br />Absent - None~ <br />Also Present - Engineer Donald Christoffersen, Clerk Adm1n1etrator <br />Charlotte McNiesh. Deputy Clerk Dorothy Zebm. <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Haneon, that Council approve the <br />Minutes of the February 25, 1980 Council meeting as amended. <br />Motion carried. unanhlously. <br /> <br />Buainess from the Floor <br />None <br /> <br />Reeolution No. 80-11, lesolution of Intent to 30in a Cable Service <br />Territory with Certain Adjo1ninR Municipalities <br />Wingert referred Council to proposed Resolution of Intent to Join <br />a Cable Service Terri tOTY, end to lIlap showing the school die tricts <br />and proposed CST boundaries, which the Cable Communications <br />Citizen Advisory Committee feels is a sensible-sized area (Arden <br />Hills plus ten other communities). <br /> <br />Mr. Zeller, State Cable Communications Board, explained that the <br />first step in the franchisinp; process is approval of a cable <br />service territory; noted that the municipalities within the ter- <br />ri tory may agree on onll franchise system, or several; once. the <br />tllrritory is determinlld, each municipality can franchise aep- <br />arately if it desires. <br /> <br />Wingert reported that: the Committee recommends that the City of <br />Arden Hills Join in s Cable Territory with the ten cities listed <br />in Resolution No. 80-11. and moved that Council adopt Resolution <br />No. 80-U, RESOLUTION OF INTENT TO JOIN A CABLE SERVICE TERRITORY <br />WITH CERTAIN ADJOINING MUNICIPALITIES. Motion was seconded by <br />Woodburn and carried unanimously. <br /> <br />Vacation of RiRht of Way, Lake Johanna Blvd.(SnellinR Avenue - <br />Continuation of Public HearinR . <br />Crepeau re-opened the Public Hearing at 8:00 p.m. and introduced <br />John Kenna, underlying fee owner of the property at the southweet <br />corner of Lake Johanna Blvd. and Snelling Avenue, recently vacated <br />by Ramsey County for street right-of-way. <br /> <br />Crichton noted that State Statute provides that no vacation shall <br />be made by the City unless it is in the interest'of the public <br />to do so; some residents have indicated that it is not in their <br />interest. <br /> <br />Hanson noted that the City has no need for the property as street <br />right-of-way or a park, only of aesthetic value to keep it; from <br />non-taxable status to to taxable status is in the. interest of the <br />public. <br /> <br />In discuseion. Crichton noted that one problem is the steep alope <br />which could cause arosion into adjacent lots if soil is disturbed; <br />euggested that the south narrow portion of the site not be vacated, <br />and a public way could by maintained in this area for public access <br />to Snelling Avenue and the park areas, and still provide for three <br />building lots on the Dorthern portion of the site. <br /> <br />1 <br />
