.

.

,

Minutes of Regulsr Council Meeting
Psge Two

March 10, 1980

Mr. Kenna agreed that the narrow southern portion is not buildable;
suggested that the entire parcel be vacated in return for an acceas
easement over the southern portion of the south lot; noted that
thi. area would then be maintained.

Gloria Kuehn, Ridgewood Road, said that Ridgewood Road is not
centered in the road right of way; wants the 40' wide boulevard
retained batween actual street pavement and the lot. on the north
aide of Ridgewood Road. Mrs. Kuehn said that all the trees will
be destroyed on the property if houses are built on the property;
wants it left as it is, preserving a natural wild life area; does
not want any driveway access onto Ridegwood Roed if houses are
permitted.

Clyde Parker, Ridgewood Road, agreed that driveways from Ridgewood
Road will destroy the trees; it is in the public interest to re-
tain the "ecological prize"; conside rs th is a small price to pay
to retain this area for the city; asked why driveways could not
be from Snelling only. Answer was for safety reasons, a busy
intersection; this matter can be determined st time of actual
platting.

Parker daughter said, "we like the area as it is and want it to
stay that way."

Crepeau explained that the reason the land has not been developed
as yet is because it haa been held by the Highway Department for
a potential large intereection; land is no longer needed for this
purpose.

Mrs. Parker asked clarification of portion of proparty proposed
to be retained by the City. Crichton indicated the area as the
shaded portion sketched on Copy of Certificate of Survey (dated
12-12-79) .

After determining there were no further questions or comments from
the floor, the Public Hearing was closed at 8:30 p.m.

Crichton moved, seconded by Woodburn, that Council considers it
in the public interest, and therefore approves, the vacation of
the Lake Johanna Blvd./Snelling Avenue right-of-way (S.W. cotner,
as per Survey dated 12-12-79) except the portion south of a line
perpendicular to Snelling Avenue beginning at the arc on Ridgewood
Road (as sketched on 12-12-79 Survey map and dated 3-10-80); and
authorized preparation of necessary legal documents by the City
Attorney. Motion carried unanimously.

REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN

Arden Oaks Feaaibility Report
Engineer Christofferaen referred Council end Mr. Dropps (Arden
Oaks developer) to Summary of Estimate of Costs. detailed in fea-
sib, ility report for streets and utilities to serve the Arden Oaks
Addition up to the proposed plat (does not include streets and
utilities within the plat).

Mr. Dropps requested Council to indicate conceptually the cost.
which would be directly attributable to the plat; would like this
information in order to know whether plat is feasible to pursue.

In discussion it was queried whether sewer on Wesley could be
eliminated by serving lots from the plat, instead of from County
Road E; a1eo discussed was possilbe elimination of atorm sewer at
Wesley Avenue.

2
