Crepeau, Jr., Councilmen Robert Woodburn, <br />Charlie Crichton, James Wingert, Ward Hanson. <br />Absent - None. <br />Also Present - Treasurer Donald Lamb, Clerk Administrator Charlotte <br />McNiesh, Deputy Cle~k Dorothy Zehm. <br /> <br />~oval of ~!inutes <br />Wlngerc moved, seconded by Crichton, that the Minutes of the Regular <br />Council meeting of February II, 1980 be approved as amended. Motion <br />carried unanimously. <br /> <br />Business from the Floor <br />None. <br /> <br />!E2posed Zoning Ordinance and Zoning Map <br />Council was referred to Proposed Zoning Ordinance as modified througt <br />Januar:, 24, 1980, and to motion by Hanson, seconded by Crichton, to <br />accept the Zoning Ordinance, as modified (1-24-80), which motion <br />WOOdburn moved, seconded by Crichton, to table until February 25, 1980. <br /> <br />Woodburn referred Council to Wingert's proposed amendment to the <br />zoning ordinance, establishing an Educational District as an addi- <br />tional zoning classification; ,suggested the following alternatives <br />for CO'1ncil' s conside ra tion: <br />1. Adopt zoning ordinance as modified to date and refer pro- <br />posed amendment thereof to the Planning Commiaafon for re- <br />commendation prior to holding a public hearing, or <br />2. Defer adoption of the zoning ordinance pending possible <br />incorporation of proposed amendment therein after receipt <br />of Planning Commission, recommendations and Public Hearing. <br /> <br />After discusaion, Hanaon referred Council to memo from Planner <br />Miller (2-11-80) reeommending that the proposed zoning ordinance <br />reflect a recent amendment to Minnesota Statutes designating that <br />licensed day care facilities serving 10 or fewer persons is a per- <br />mitted single-family use. Hanson moved that the Land Use Chart <br />(page 2-4) be changed to reflect this change and to eliminate the <br />upper limit of 16 in all Business and Industrial Districts. Motion <br />was seconded by Wingert and carried unanimously. <br /> <br />. <br /> <br />Hanson modified the original motion to include the modification of <br />the proposed zoning ord1nance(Ordinance No. 213) through February <br />25, 1930; Crichton accepted the modificatiOn and the motion passed <br />(HansoD, Crichton, Woodburn, Crepeau voting in favor of the motion; <br />Wingert voting in opposition). <br /> <br />Council referred the zoning ordinance (Ordinance No. 213) and the <br />proposed amendment thereof (Wingert memo of 2-21-80) to the Planning <br />Commis9ion for consideration at its March 5th meeting. <br /> <br />Wingert moved, seconded b~ Crichton, that Council schedule a public <br />hearing before the Council, relative to the proposed amendment to <br />Zoning Ordinance No. 213, on Monday, March 31, 1980, at 8:00 p.m. <br />at the Village Hall. Motion carried unanimously. <br /> <br />OT.HER BUSINESS <br /> <br />Caae No. 79-40, Lot Split and Variances - Thomas Lynch <br />Wingert referred Council to Planner's report (1-30-80), Board of <br />Appeals report (2-25-80) and to Planning Commission minutes of <br />2-6-80; explained that the existing lot is 25,905 sq. ft. in area <br />
