He ~lained the proposed assessment is half of the project costs, in a=rdance with the City's assessment manual, for the street reconstruction and for the stenn drainage utilities. Maurer recommended the street assessment rate for reconstruction be in=eased slightly over the rate utilized in 1991, fram $22.00 to $23.00 per front foot, to reflect anticipated increases in construction costs. He further recommended the stann sewer utilities be assessed at $2.82 per front foot, representing 100 percent of the cost. Engineer Maurer advised the following items should be considered f= Council action and adopted by Resolution: 1. Ordering the Feasibility Report; this is a "housekeeping item". Council auth=ized the report and received the report by motion, rather than by Resolution. 2. Receiving the Feasibility Report and Scheduling the Public Hearing on the inprovement. Maurer referred to the project schedule in the report, which schedules the public hearing in January 1992. He requested the hearing be scheduled in February 1992 to a=nunodate his schedule. 3. Auth=izing the Preparation of Plans and Specifications. Maurer ~lained the preliminary work on the plans is scheduled for the winter lOClnths, which provides additional tilne for staff to prepare for the public hearing and the ability to prepare for bid of the project earlier in the construction season. . eounci1Inember Mahowald questioned if action taken this evening establishes the front foot rate for the 1992 construction season at $23.00 per front foot. Maurer stated the projection of $23.00 per front foot is only an estimate at this tilne and Council action establishing the rate would be requested at a later date, pri= to the public hearing. (5-0) Mahowald lTOVed, secorrled by Hicks, to adopt Resolution No. 91-63, RECEIVING THE FFASIBILI'IY REPORI' AND ORDERING A PUBLIC HEARING ON THE IMPROVEMENT IN THE MA'ITER OF THE 1992 TILLER lANE REroNS'lRUCrION IMPROVEMENI', such hearing to be held on February 10, 1992, at 7:30 p.m., at City Hall. (5-0) Malone moved, seconded by Growe, to adopt Resolution No. 91-64, ORDERING PREPARATION OF PLIINS AND SPECIFICATIONS IN THE MA'ITER OF THE 1992 TILLER lANE REroNSIRUCI'ICN IMPROVEMENT, f= the public hearing date set for the 10th day of February 1992. REPORI'S, PROrosED Financial Report" documents, prepared by the Finance BY FINANCE o::M'I. Committee to replace the existing reporting system. Malone reviewed the proposed financial reporting system documents and connnented on fonner staff and carnmittee members attempts to compile a workable document. --------
