He ~lained the proposed assessment is half <br /> of the project costs, in a=rdance with the City's assessment manual, for the <br /> street reconstruction and for the stenn drainage utilities. <br /> Maurer recommended the street assessment rate for reconstruction be in=eased <br /> slightly over the rate utilized in 1991, fram $22.00 to $23.00 per front foot, to <br /> reflect anticipated increases in construction costs. He further recommended the <br /> stann sewer utilities be assessed at $2.82 per front foot, representing 100 <br /> percent of the cost. <br /> Engineer Maurer advised the following items should be considered f= Council <br /> action and adopted by Resolution: <br /> 1. Ordering the Feasibility Report; this is a "housekeeping item". Council <br /> auth=ized the report and received the report by motion, rather than by <br /> Resolution. <br /> 2. Receiving the Feasibility Report and Scheduling the Public Hearing on the <br /> inprovement. Maurer referred to the project schedule in the report, which <br /> schedules the public hearing in January 1992. He requested the hearing be <br /> scheduled in February 1992 to a=nunodate his schedule. <br /> 3. Auth=izing the Preparation of Plans and Specifications. Maurer ~lained the <br /> preliminary work on the plans is scheduled for the winter lOClnths, which <br /> provides additional tilne for staff to prepare for the public hearing and the <br /> ability to prepare for bid of the project earlier in the construction season. <br /> . eounci1Inember Mahowald questioned if action taken this evening establishes the <br /> front foot rate for the 1992 construction season at $23.00 per front foot. <br /> Maurer stated the projection of $23.00 per front foot is only an estimate at this <br /> tilne and Council action establishing the rate would be requested at a later date, <br /> pri= to the public hearing. <br /> Hicks 11'DVed, secon::led by Malone, to adopt Resolution No. <br /> 91-62, ORDERING A PRELIMINARY FFASIBILI'IY REPORI' IN THE MA'ITER OF THE 1992 TILLER <br /> lANE Sl'REEl'REroNSIRUCI'ION IMPROVEMENT.
