CASE #91-19 (Cent' d) Bergly explained Council should consider two items for <br /> action this evening: ~ion #1 as the option to be <br /> discm::s:oo at the public hearing and if the hearing will be held before the <br /> Planning Commission = Council. He advised the "Official Map" statute states the <br /> Council shall hold the public hearing; the city Attorney advised it is <br /> appropriate for the Council to pass the responsibility for the hearing to <br /> Planning Cammission, <br /> Counci1Inember Hicks recalled the previous discussion of this matter during <br /> consideration of the Hanson Plat and explained several residents were opposed to <br /> the straight line extension of the street, citing increased traffic as a major <br /> concern. Hicks noted residents CCIllplained that it is difficult to a=ess <br /> Lexington Avenue fran County Road D and at that time it was suggested the <br /> straight line extension of the street may be beneficial to residents f= use as <br /> an alternative access to Iexington Avenue. He preferred residents review the <br /> alternatives in the document, rather than Council make a detennination at this <br /> time that the straight line extension be adopted, <br /> Counci1Inember Mahowald advised ~ion #1 is a recommendation only, to identify <br /> the future street extension, and does not prohibit future consideration of other <br /> options when and if development occurs to the south of Shoreline Lane. <br /> Planner Bergly suggested an alternative to the public hearing would be an <br /> informal meeting with residents to discuss the options, He indicated there is no <br /> expediency to resolve this matter. <br /> . Ceuncil con=ed an informal discussion would be appropriate, as there does not <br /> appear to be an :iInmediate need to resolve this matter. <br /> Malone moved, seconded by Mahowald, to direct the <br /> Planning Cammission to hold an infonna.tion hearing, within 120 days, to discuss <br /> and review the options f= future extension of Shoreline lane on the Official <br /> City Map and report findings to Council. Motion carried unanllnously. (5-0) <br /> ORD. #283; Council was referred to the memorandum from Deputy Clerk <br /> FLOOD PlAIN Iage dated 9-27-91, relative to the draft Ordinance which <br /> MANAGEMENT updates the existing Flood Plain Management Ordinance and <br /> to reflect changes enacted by the Federal goverrnnent. <br /> Deputy Clerk Iago advised the City Attomey detennined it was more appropriate to <br /> repeal the existing Ordinance and adopt the "model" ordinance sul:mitted by the <br /> Federal government, which was slightly revised to reflect the language of the <br /> Arden Hills Code of Ordinances. <br /> Counci1Inember Malone indicated the draft ordinance appears to be reasonable, <br /> contains all the elements in the existing ordinance and provides more control and <br /> protection in certain areas of the flood plain regulations, <br /> Hicks moved, seconded by Malone, to adopt Ordinance No, <br /> 283, ADDING CHAPI'ER 9.6 'I'O THE ARDEN HILIS MUNICIPAL roDE AND REPEALING CHAPI'ER <br /> 9.5 RELATIVE 'I'O THE FLOOD PIAIN MANAGEMENT, and to direct the Clerk Administrator <br /> . to publish the Ordinance summary as prepared by the City Attorney. Motion carried <br /> unanllnously, (5-0) <br /> SCHEDULE PUBLIC Council was referred to the memorandum fran the Clerk <br /> HEARING; REVENUE Administrator dated 10-n-91, relative to the request <br /> BONDS, PRES. Ha.IES from Presbyterian Homes to schedule a public hearing <br /> on the issuance of revenue bonds by the City, <br />
