CALL 'IO ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> called the meeting to order at 4:30 p.m. <br /> roLL CALL The roll being called the following members were present: <br /> Mayor Thomas Sather, Council1nembers Paul Malone and Dale <br /> Hicks. Absent: Council1nembers JoAnn Growe and Thomas Mahowald. Also present: <br /> Attorney Jen:y Filla, Engineer Mark Graham, Park Director John Buckley, Public <br /> Works Superintendent Dan Winkel, Clerk Administrator Gary Berger and Deputy Clerk <br /> Catherine Iago. <br /> BUIX;EI' Council and staff held a bldget worksession between 4:30 <br /> WORKSFSSION and 7:00 p.m. Council reconvena:i for the Regular Council <br /> Meeting at 7:30 p.m. <br /> FLOWER GARDEN Mayor Sather, Park Director Buckley and Park Committee <br /> REXXlGNITION Cbair David Sand presented certificates of recognition <br /> for those persons participating in the "Flower Garden" <br /> program and tended the gardens located throughout the city. <br /> Megan Ricke, Park Committee Member, thanked the Council1nembers for the <br /> recognition received and suggested appreciation should also be directed to all <br /> residents participating in the "mailbox" plantings and Arbor Day programs. Ricke <br /> urged Council to recognize the Park and Recreation Department as an essential <br /> service to the community, which promote healthy outlets for residents of Arden <br /> Hills. She stated Arden Hills is a wonderful place to live and the parks and <br />. trail systems are utilized extensively by residents. Ricke further requested an <br /> attempt be made to keep the fees for programs in line with other COllUlIUnities and <br /> affordable for all residents. <br /> Council thanked all participants in the program. <br /> AOOPI' Malone moved, seconded by Hicks, that Items 7. A, 7.B and <br /> REVISED 7. D, be deleted from the 9/30/91 Agenda, as the items <br /> AGENDA require four affirmtive votes by Council for passage. <br /> Motion carried unanimously. (3-0) <br /> APPROVE BUIX:EI' Hicks moved, seconded by Malone, to approve the September <br /> WORKSFSSION 9 Budget Warksession Minutes, as suhnitted. Motion <br /> MINUl'ES 9/9/91 carried unanimously. (3-0) <br /> CONSEm' Council1nember Malone noted that Council had previously <br /> CALENDAR directed staff to provide written infomation regarding <br /> objectives, expectations and meeting content when <br /> requesting to attend a conference. He indicated this should serve as a reminder <br /> to the staff that Council prefers a written explanation stating justification for <br /> attendance at such conferences, not a J;tlotocopy of the conference brochure. <br /> Malone moved, seconded by Hicks, to adopt the Consent <br /> Calendar as suhnitted and authorize execution of all necef'=ry documents <br /> contained therein: <br />. <br /> ------ <br />
