AGENDA ITEM - 3A <br />,!Tt <br />-ADEN HILLS <br />MEMORANDUM <br />DATE: June 30, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Ramsey County Sheriff's Office Flock Safety Camera Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A $4,183.80 General Fund <br />Council Should Consider <br />Council should review and discuss the proposal by the Ramsey County Sheriff's Office for the <br />installation of Flock LPR Safety Cameras as a budget amendment in 2025 for the contract cities. <br />Backiround <br />At the May 121h and 27th Work Sessions, the City Council reviewed the 2025 budget amendment <br />proposal from the Ramsey County Sheriff's Office (RCSO) for the installation of 19 Flock <br />license plate reader (LPR) cameras in the contract cities. At the Special Regular Meeting on <br />May 281h, Council direction was given to table the LPR discussion with a request to the RCSO to <br />provide additional information on the following items (RCSO responses provided in italics): <br />Provide a copy of the draft RCSO contract with Flock. <br />o Provided by RCSO and included as Attachments E and F. The contract has been <br />reviewed and accepted by the County Attorneys Office and the Sheriff's Contract <br />Manager. <br />o Flock cameras are designed to only read license plates and capture <br />distinguishing characteristics on the rear of the car. They do not have any facial <br />recognition capabilities. Cameras are placed on the roadway to capture the rear <br />of the vehicle, not front. Many states only require a rear license plate, hence one <br />of the main reasons they target the rear of the vehicle. Additionally, the rear of <br />the vehicle has model badging and possibly other distinguishing features like <br />bumper stickers to help identify vehicles. <br />Define specifics in the contract of what Flock can do with cameras, ability to expand on <br />search capabilities, and termination provisions. <br />o The contract specifies that Flock can make upgrades to the platform to maintain <br />and enhance the delivery of its services. Any use of the system other than for <br />license plate recognition would be beyond scope and a violation of the contract. <br />Page 1 of 2 <br />
