CONSENT ITEM - 8D -ARVE_-HILLS MEMORANDUM DATE: July 14, 2025 TO: Honorable Mayor and City Councilmembers FROM: Jessica Jagoe, City Administrator SUBJECT: Amended Agreement with Rum River Consultants (RRC) for Building Official Services Budgeted Amount: Actual Amount: Funding Source: N/A N/A N/A Council Should Consider Motions to approve, table, or deny the following: • Amended Agreement with Rum River Consultants for Building Official Services Background Since June 2021, the City has had an agreement with RRC for additional "as needed" Building Official Services. In 2024, Rum River was appointed as our State Delegation for Building Official plan review and inspections on public buildings and state -licensed Facilities. Cities are required to have a Municipal Delegation Agreement with the Minnesota Department of Labor and Industry (DLI). This agreement authorizes those who are allowed by DLI to administer all portions of the Minnesota State Building Code on state building projects. A licensed Building Official does not automatically qualify for State Delegation status with DLI. There are additional qualifications and experience that are required for a delegation agreement to inspect and/or perform plan reviews on all state projects. Over the past four years, RRC has modified its contract language to be clearer on the varying "types" of services that it may offer to a Municipality. For Arden Hills, they are proposing that our service agreement be amended to be more reflective of those services available to the City, along with specific pricing. The 2021 contract did not distinguish between the scope of services (i.e. plan reviews and inspections) and contract fees associated with performing the duties of a Building Inspector, Building Official, or State Delegation. The proposed agreement would explicitly provide for and outline the service terms as the State Delegated Building Official. In Page l of 2
