CONSENT ITEM - 8D <br />-ARVE_-HILLS <br />MEMORANDUM <br />DATE: July 14, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Amended Agreement with Rum River Consultants (RRC) for Building Official <br />Services <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Amended Agreement with Rum River Consultants for Building Official Services <br />Background <br />Since June 2021, the City has had an agreement with RRC for additional "as needed" Building <br />Official Services. In 2024, Rum River was appointed as our State Delegation for Building <br />Official plan review and inspections on public buildings and state -licensed Facilities. Cities are <br />required to have a Municipal Delegation Agreement with the Minnesota Department of Labor <br />and Industry (DLI). This agreement authorizes those who are allowed by DLI to administer all <br />portions of the Minnesota State Building Code on state building projects. A licensed Building <br />Official does not automatically qualify for State Delegation status with DLI. There are <br />additional qualifications and experience that are required for a delegation agreement to inspect <br />and/or perform plan reviews on all state projects. <br />Over the past four years, RRC has modified its contract language to be clearer on the varying <br />"types" of services that it may offer to a Municipality. For Arden Hills, they are proposing that <br />our service agreement be amended to be more reflective of those services available to the City, <br />along with specific pricing. The 2021 contract did not distinguish between the scope of services <br />(i.e. plan reviews and inspections) and contract fees associated with performing the duties of a <br />Building Inspector, Building Official, or State Delegation. The proposed agreement would <br />explicitly provide for and outline the service terms as the State Delegated Building Official. In <br />Page l of 2 <br />
