D <br /> <br />Rob Carley, 1896 Glenpaul Avenue, advised Council there <br />was recently a break-in in the area of Cleveland Avenue <br />and County Road D. He stated there is also a vagrancy <br />problem in this area; the person is harass.i.rq persons in the area and loiters on <br />a vacant parcel of land located in Arden Hills. Carley advised the vacant parcel <br />of land is in deplorable con:lition and overgrown with weeds. He suggested Council <br />request patrol of the area by Ramsey County Deputies and request a clean-up of <br />the vacant parcel of land. <br /> <br />Council COl1ClU:red to direct the Clerk Administrator to contact the Ramsey County <br />Sheriff's Deparbnent and New Brighton Police Deparbnent to =dinate a patrol <br />effort in this area, and to contact the owner of the vacant parcel of land to <br />upgrade the condition of the site. <br /> <br />Carley thanked Council for their consideration of this request. <br /> <br />CASE #91-08; SITE <br />PU\N REIlIEW & POD <br />ElITENSION, CPI, <br />4100 HAMLlNE AVE. <br /> <br />Planner Bergly advised the concept Master Plan for the <br />Planned Unit Development of this site was approved by <br />Council in 1989, pend.i.rq suJ:mission of four documents. <br /> <br />. <br /> <br />Bergly stated the applicant has suJ:mitted the four documents to the City and <br />explained the EAW document requires suJ:mission to other governmental agencies <br />surrounding Arden Hills. He indicated the applicant is in the process of <br />suJ:mitt.i.rq the EAW documentation to the other agencies and is request.i.rq a six <br />month extension on the POD requirerrents. <br /> <br />'!he Planner referred to the Planning Commission minutes of 7-10-91, recommend.i.rq <br />the extension be granted. <br /> <br />Bergly advised the traffic study has been suJ:mitted and the applicant has assured <br />park.i.rq will be provided either on-site = off-site. He noted that RCWD does not <br />approve Master Plans, only individual development plans; all required <br />documentation is to be suJ:mitted to ~ as the awlications f= site Plan Review <br />are suJ:mitted by the property owner. <br /> <br />Planner Bergly stated the applicant interrls to begin construction of a b.rild.i.rq <br />this Fall = early next year; prior to suJ:mitt.i.rq the site plan review <br />application, a Master Plan should be in place. <br /> <br />Bergly reviewed the minor revisions to the Master Plan, as noted in the Planner's <br />report and Planning minutes of 7-10-91. <br /> <br />Mahowald moved, secorrled by Growe, that Council grant <br />Cardiac Pacemakers, Inc., 4100 HaInline Avenue, an extension for suJ:mission of all <br />required POD documentation to December 4, 1991. Motion carried unani.nK>usly. (3-0) <br /> <br />Plarmer Bergly explained the applicant is propos.i.rq to resurface a portion of the <br />site, as shown in the diagram attached to the Planner's report, adjacent to the <br />. proposed south central parking lot. <br />
