<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Cow1cil Meeting, 7-29-91 <br />Page 3 <br /> <br />CASE #91-08 (Cent'd) '!he Planner reviewed his report and Planning Connnission <br />minutes dated 7-10-91, and reviewed the five corxlitions <br />~ as part of the Cormnission rec::ommeOOation to grant approval of the site <br />Plan Review for the south central parking lot. He noted a recommendation from <br />Fire Chief Winkel, regarding provision of a "lock box" for the entrance gates; <br />this corxlition should be iIrqx:lSed in conjlU1ction with the Master Plan, not as part <br />of this proposal. <br /> <br />Acting May= Malone questioned if the applicant agrees to the conditions attached <br />to the recommendation for approval. <br /> <br />Architect Ten:y Wobken and cpr representative Robert Feldges were present and <br />agreed to meet all corxlitions reccmnended by Planning Canmission. <br /> <br />Malone questioned why the Fire Chief requested no other emergency service <br />provider would have access to the key in the lock box. <br /> <br />Fire Chief winkel explained there are liability issues for LJVFD if another <br />agency has access to the key. He advised the north gate, on Fernwood Avenue, will <br />remain open at all tiJnes to facilitate emergency vehicle access. <br /> <br />Council1nember Growe questioned if the access drives are wide enough to <br />accammodate emergency vehicles. <br /> <br />Planner Bergly advised the City nay request the applicant to widen the drive, if <br />deemed necessary. <br /> <br />Council1nember Mahowald stated it awears the driveway interconnection on site <br />would accammodate traffic flow through the site. He questioned if vehicles <br />utilize the driveway connection to exit onto HaInline Avenue if the traffic <br />problems in this area will in=ease. He suggested Council consider the traffic <br />patten1s during future phases of development. <br /> <br />Mahowald ll'DVed, seconded by Growe, to approve case <br />#91-08, Site Plan Review for Parking lDt Elq:lansion of the south central parking <br />lot, subject to the five corxlitions listed in the Planner's report dated 7-10-91, <br />and as recommended by Planning Canmission. Motion =ied unanimously. (3-0) <br /> <br />Acting Mayor Malone noted that the Planning Cormnission recommended the applicant <br />expl=e the following options, in conjunction with the extension on the POD: <br />reducing the number of access points to the site, rearrangement of the loading of <br />the rarrg:> fram County Road F, and review landscaping at the south end of the ramp <br />structure. <br /> <br />'!he Planner advised the applicant agreed to review the items listed prior to <br />subnission of the POD information for finalization. <br /> <br />lAND USE <br />APPLICATIONS <br /> <br />Council was refe=ed to the Policy Manual and Land Use <br />Application prepared by staff. <br /> <br />Planner Bergly advised the Planning Cormnission requested a few minor revisions <br />and has recommended adoption by Cow1cil. He explained the document was reviewed <br />by the City Att=ey and a few more minor revisions were identified. <br /> <br />Bergly stated the forros are to be distributed to persons l1'Iakin:J application f= <br />development and will be used as a guideline for subnitting proper documentation. <br />He explained the use of this document should el:i1ninate the need f= extensive <br />language in the Zoning Ordinance by referencing this document. <br />
