He also questioned the feasibility of posting signs which <br />prd1ibit turns from County Road F and Old Highway 10 onto Valentine Avenue during <br />certain hours of the day. <br /> <br />Engineer Solar advised the County would be willing to restripe County Road F with <br />a double yellow line and provide solid right line to indicate a right turn lane, <br />with aIrOWS for both right and left turns onto Highway 10. <br /> <br />Solar stated the placement of signs, prohibiting turns onto Valentine Avenue, <br />would :impact County Road F or Old Highway 10 and would be at the discretion of <br />the City. He indicated the City would be responsible to provide the signage. <br /> <br />Council questionErl if the Sheriff's Deparbnent would have a problem with <br />enforcement. <br /> <br />Camnander Bergeron explained that a violation tag may be issued if the Deputy <br />witnesses the vehicle turn onto Valentine Avenue. He questionErl if Mounds view <br />School Officials have been contacted to request a discussion of the traffic <br />problems with students; suggested students be advised at the begirming of the <br />1991-92 school year . <br /> <br />Mayor Sather advised he has discussed the issues with several School Board <br />Members. <br /> <br />In summary, the Mayor reconunended the following items for Council consideration: <br /> <br />1. staff be directed to mark the right-of-way on Valentine Avenue and remove <br />foliage to clear site lines for vehicular traffic. <br />2. A request be forwarded to the Ramsey County Engineer for restriping of County <br />Road F for two lanes eastbound, between Valentine Avenue and Old Highway 10, <br />with a right turn lane clearly indicated with arr-ows at Old Highway 10. <br />3. Posting of signs on County Road F and Old Highway 10, prohibiting turns onto <br />Valentine Avenue, during peak traffic hours. <br />4. Contacting Mounds view School to request a student educational fonnn, <br />relating to the safety issues diSCIlSsed and proposed solutions to eliminate <br />the problems experienced by residents of Valentine Avenue. <br />5. Possible removal of the stop signs on Valentine Avenue, based on infonnation <br />provided by the Engineer and Deputy. <br /> <br />Mayor Sather indicated his preference for attenpting to resolve the safety issues <br />through utilization of the above mentioned solutions, rather than constructing <br />two cul-de-sacs or changing the configuration of the street. <br /> <br />other items briefly discussed relating to this matter: <br /> <br />- Possible reduction of speed limit. It was noted that the speed limit is <br />determined by State Statute and reduction of speed would require identifying <br />certain =iteria which wa=ants a lower/advisory speed sign. <br />- Placement of "Slow - Children at Play" signs. It was noted that the signs <br />give residents a false sense of security and motorists tend to overlook such <br />signs. <br />- Reconfiguration of the curve in Valentine Avenue for an inproved site line. <br />It was noted that this may be an expensive alternative, based on the low <br />traffic counts <br />
