He inlicated the new location for the courts is a workable solution. <br /> <br />2. EROSION: since the Planning Carnnission meeting, the College has undertaken <br />erosion controls near the lake, along the west side of the Roseville portion <br />of the canpus and west of the proposed library site on the Arden Hills <br />portion of the canpus. Bergly advised these areas are natural ravines and <br />collect water; most of the erosion is sarrl and most likely would not cause <br />severe damage. He stated the College has atte.npted to control the problem <br />with the placement of the fencing. <br /> <br />3. SCREENING: TIle College has installed plantings on the west side of the canpus <br />to eliminate the breaks in the residential I::uffer; all trees downed by the <br />recent stems have been retOClVed. <br /> <br />4. ACCESS: TIle Planner noted that in addition to the screening issues in this <br />area, the Plarming Canunission ni""",,,"=r1. the possibility of an additional <br />access point f= emergency vehicles in this area. Bergly explained the Fire <br />Ollef identified a sewer easement in the area which may be a reasonable point <br />f= emergency vehicle access. He disCllSS'9d the possible problems if a=ess to <br />the canpus is limited to the entrance at Lydia street. Bergly advised a gate <br />would be installed in this area, with a lock-boX, and the keys to the gate <br />would be in the possession of the Fire Chief. <br /> <br />. <br /> <br />Bergly noted that access fran Shorewood Drive, on the east side of the canpus, <br />would not be feasible due to topography. <br /> <br />5. STORAGE TANKS: TIle College has requested the assistance of a contractor to <br />work with the PCA regulations and the LJVFD to bring the tanks into <br />oanpliance . <br /> <br />6. HEAVY:mu:IIMENr STORAGE: The College has inlicated that the heavy equipnent <br />is scheduled f= relocation on campus and should not be visible to residents. <br />Bergly advised no plans f= relocation have been subnitted at this time. <br /> <br />TIle Planner advised the Plarming Carnnission reconnnended approval of the PUD <br />Concept Plan, with the following conditions: <br /> <br />a. Establish a maxi.m.nu of 1250 full-time student pop.liation on canpus. <br />b. A written statement from the Fire Chief, relative to the need for additional <br />access points for emergency vehicles. <br />c. TIle awlicant IllUSt subnit an application f= site Plan Review f= J::uildings <br />identified on the PUD Concept Plan, pri= to issuance of J::uilding permits. <br /> <br />The Planner suggested an additional condition be inpJsed which requires the <br />College to revise the existing PUD Concept Plan and incorporate all changes. <br />recanunended by the Roseville Council in 1986; the revised plan should be filed, <br />with the changes incorporated, prior to or as part of the first awlication <br />subnitted f= site plan review. <br /> <br />. <br /> <br />President Donald Erickson advised that the plan subnitted does incorporate the <br />changes recommended by the Roseville Council, with the exception of the tennis <br />court location. <br /> <br />Council1nember Malone questioned the PUD regulations, which outline the time-frame <br />f= sul:Jnission of the General Plan as the next Ii1ase of the awlication process. <br />
