(4-0) <br /> <br />PUBLIC CCMMENI'S <br />KEI'IHSON DRIVE; <br />ROAD/PONDING <br /> <br />Mayor Sather asked if there were any camnerrts fram the <br />floor regarding matters not listed on the Agenda. <br /> <br />Rainer Rocheleau, 4503 Keithson Drive, questioned what is prq:x:>s€d for Keithson <br />Drive relative to repair the road and the ponding problems. <br /> <br />. <br /> <br />Mayor Sather briefly reviewed the status of the pondin;J issues and noted the city <br />is negotiatin;J with a property owner for an outlet fram the pond. He explained <br />the street deterioration has been pru;p:Esdve over the last year and was <br />identified in the pavement maintenance plan two years ago. '!he Mayor indicated <br />the condition of the street will be discussed in the fall, durin;J the annual <br />review of the pavement maintenance plan. <br /> <br />eouncilInember Malone discussed the specifications for road construction <br />associated with Keithson Drive. He advised the road specifications for Keithson <br />Drive addressed the poor soil conditions in the area. <br /> <br />Mayor Sather explained the City has taken an active role to identify and =ect <br />the problems with the roadway and pond. <br /> <br />eouncilInember Malone questioned if the curb which is deterioratin;J is scheduled <br />for replacement in the near future. <br /> <br />Public Works SUpervisor Winkel stated the curb replacement is scheduled as soon <br />the area dries; due to wet conditions from a water service leak the area cannot <br />be repaired at this time. <br /> <br />CASE #91-04; ZONING <br />ORD. J\MENa1IIENT & PUD <br />CDNCEPI' PIAN, NW <br />CDLLEGE <br /> <br />Council was referred to the Plarmer's report and Planning <br />Commission minutes dated 6/5/91 and a letter fram <br />Northwestern College dated 6-21-91, addressin;J the <br />concerns expressed at the public hearing. <br /> <br />Plarmer Bergly reviewed the public hearin;J held April 4 to discuss the proposed <br />chan;re in the Zoning Ordinance, which would allow Colleges and Universities to <br />have a separate definition and to allow Colleges/Universities as permitted uses, <br />under a Planned Unit Develq:ment, in the R-1 and R-2 Districts. <br /> <br />. <br /> <br />Bergly referred to the 6-21-91 letter fram Northwestern College, responding to <br />the concerns expressed at the June 5 public hearin;J relatin;J to the PUD Concept <br />Plan: <br /> <br />1. TENNIS CXlURI'S: The location of the termis courts was reviewed by the College, <br />to detennine the feasibility of relocation to an area which maintains a larger <br />buffer fram residential properties in Arden Hills and RoSeville. <br />
