<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, 6-24-91 <br />Page 8 <br /> <br />CASE #91-04 (cont'd) Counci1member Hansen suggested College representatives <br />pranote the additional emergency access point, proposed <br />on the west side of the carrp.lS, to the residents ab.1ting the carrp.lS border. <br /> <br />Donald Erickson, President of the College, advised the College does not favor an <br />access point at this location. He stated the City is requiring the access for <br />emergency vehicles. <br /> <br />There was discussion relative to the type of road to be constructed for the <br />access of emergency vehicles at the location. <br /> <br />Fire allef winkel stated sane options were with College representatives; 10-ton <br />road, gravel and grass construction. He advised there may be problems with <br />residents opposing the access at this location. <br /> <br />Malone moved, seconded by Growe, to direct the City <br />Attorney to develop an amendment to the appropriate sections of the Zoning <br />Ordinance relating to use of land, to allow Colleges (Colleges to be defined as <br />"accredited schools of higher learning") to exist in the R-1 District under the <br />PUD regulations, and to draft additional language to amend the PUD Ordinance <br />Regulations to provide that final PUD developnent plans for public institutions <br />be sul:Jnitted to the city in stages/IiJasing as a site Plan Review, rather than <br />specify a time limit for sul:Jnission as provided for non-public developnent. <br />Motion carried unanimously. (4-0) <br /> <br />Malone m:>ved, seconded by Growe, to accept the Plarmed <br />unit Developnent Concept Plan for Northwestern College, Case #91-04, as <br />sul:Jnitted, based on the rationale outlined in the Planner's :repo:rt and as <br />indicated in the Planning Canmission Minutes dated 6-5-91, conditions upon: <br /> <br />1. '!he maximum full-time equivalent student enrollment on carrp.lS be limited to <br />1250 students. <br />2. 'Ihe applicant develop an emergency vehicle access in the Arden Hills No. 3 <br />area on the east border of the carrp.lS, as approved by the Fire allef. <br />3. '!he applicant is reminded that sul:Jnission of a site Plan Review application <br />is required for improvelOOl1ts to the site, and Wilding construction or <br />modification. <br /> <br />Attorney Filla suggested that publication of the ordinance adopting the proposed <br />Zoning Code amendments be included as a condition of approval of the PUD. <br /> <br />Counci1lllembers Malone and Growe accepted the following language as an amendment <br />to the motion: <br /> <br />4. '!he approval to became effective upon adoption and publication of the <br />appropriate ordinance amendments relating to this application. <br /> <br />Motion carried unanimously. (4-0) <br /> <br />Donald Erickson, President of Northwestern College, stated for the record the <br />College is not requesting and does not want the additional emergency vehicle <br />access fram Arden Hills No.3 area, on the east border of the carrp.lS. He advised <br />the College is willing to camply with the developnent of the access, as required <br />by the Council. <br />
