<br />MINUl'ES OF 'IRE ARDEN HILlS CITY COUNCIL mRKSESSION MEEl'ING <br />M:lNDAY, MAY 20, 4:30 P.M. - CITY HALL <br /> <br />. <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 4:30 p.m. <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, Council1nembers Nancy Hansen, Paul <br />Malone, JaAnn Growe and Thomas Mahowald. Also present: Engineer Terry Maurer, <br />Public Works Superinterrlent Dan Winkel, Parks Director John Buckley, Clerk <br />Administrator Gary Berger and Deputy Clerk Catherine Iage. <br /> <br />CALL 'ID ORDER <br /> <br />AOOPr <br />AGENDA <br /> <br />Malone moved, seconded by Growe, to adopt the 5-20-91 <br />Ageroa as subnitted. Motion carried unanim::Jusly. (5-0) <br /> <br />Engineer Maurer distriJ:uted information relative to the <br />traffic COI.U1t on North Snelling Avenue. He explained the <br />traffic COI.U1t infonnation compares with MN/oor figures <br />and the data supports the design of the road; the road is <br />designated as a "low density =llector". <br /> <br />DISCUSSION; NORm <br />SNELLING AVENUE <br />IMPROVEMENT <br /> <br />. <br /> <br />Maurer reviewed the design alternatives relating to the proposed width of the <br />road. He indicated that a 32 ft. road would not allow parking on either side of <br />the roadway and a 36 ft. road would allow parking on one side of the roadway. <br />Maurer also discussed the installation of detached pathways and explained that a <br />5 ft. wide detached pathway may be eligible for MSA furrling. It was noted that <br />the recently adopted assessllEI1t policy requires sidewalks/pathways be assessed to <br />benefitted properties at 100 percent of the costs. <br /> <br />The Engineer strongly supported the 36 ft. wide roadway to maintain parking <br />options; advised the additional width has no significant impact on the project <br />and protects future parking options. <br /> <br />Council discussed the =sts and proposed location of a detached pathway; <br />expressed support for the installation of a pathway on one or both sides of the <br />street =nditioned upon favorable input from residents and cost factors. Cotmail <br />discussed possible inclusion of the proposed pathway on the parks trail system. <br /> <br />There was discussion relative to parallel versus angle parking in the area of <br />Royal Hills park. The Engineer and Cotmail =ncurred that angle parking =eates a <br />safety hazard and parallel parking would be preferable. <br /> <br />Councilmember Mahowald suggested a neighbortlood meeting be scheduled to discuss <br />the roadway design, detached pathway and other issues with residents. <br /> <br />Engineer Maurer proposed the meeting be held on Snelling and offered to walk <br />the street to show residents how the project affects their property. He stated <br />this awroach has worked well in other canmunities. <br /> <br />Residents in attendance at the meeting expressed interest in holding a <br />neighborhood meeting as outlined. <br /> <br />The Clerk Administrator reported the Ramsey County Sheriff's Deparbnent advised <br />there have been no significant traffic violations on North Snelling Avenue. <br /> <br />. <br />
