<br />Minutes of the Arden Hills Council Worksession, 5-20-91 <br />Page 2 <br /> <br />. <br /> <br />SNELLING (Cent 'd) Malone JOOVed, seconded by GrCMe, to schedule a meeting <br />with residents of North Snelling Avenue on lliursday, May <br />30, 1991, at 6:30 p.m., at City Hall and a field review of North Snelling at 7:15 <br />p.m., and to direct staff as follows: <br /> <br />1. City Engineer to prepare information regarding cost f= a detached pathway on <br />one = both sides of the street, proposed parallel parking, and be prepared to <br />review the assessment policy and improvement information with individual property <br />~ at the field review portion of the meeting. <br /> <br />2. City staff to prepare a notice f= property ~ on North Snelling Avenue <br />which outlines the date, time, location and purpose of the meeting. <br /> <br />Motion ca=ied unanimously. (5-0) <br /> <br />Engineer Maurer requested questions which relate to a specific parcel of land be <br />referred or forwarded to his attention prior to the meeting. <br /> <br />Council was referred to a memorandum fram the Clerk <br />Administrator dated 5-17-91, and attachments, relating to <br />the Cleveland Avenue inprovernent. <br /> <br />Council referred to the April 23 letter from NSP relating to the costs for <br />electric service installation and questioned if the full arrount f= installation <br />may be included in the asc<:>ssment. <br /> <br />DISC;CLE\/EIAND <br />AVENUE IMPOOVEMENI' <br /> <br />. <br /> <br />Engineer Maurer stated the Refundable Agreement outlined in the letter does not <br />guarantee the re:imbursement of funds and the city may include the full cost of <br />installation in the assessment. <br /> <br />Councilmember Malone suggested an awraisal of all property al:utting Cleveland <br />Avenue be obtained, rather than just one parcel. <br /> <br />Malone moved, seconded by Hansen, to direct the Clerk <br />Administrator to obtain appraisals f= all properties al:utting Cleveland Avenue, <br />direct the Engineer to detennine final costs for the project and prepare a report <br />for Council review at a furore meeting. Motion ca=ied unanimously. (5-0) <br /> <br />TRAFFIC PROBLEMS; <br />HAMLINE AVENUE & <br />COUNTY ROAD F <br /> <br />Council was referred to a memorandum fram the Clerk <br />Administrator dated 5-17-91, and attachments, relating to <br />traffic problems at Hamline Avenue and County Road F. <br /> <br />. <br /> <br />Engineer Maurer advised a study was CCIIpleted in 1990 relating to the traffic <br />situation and it was determined that a signal is warranted at this intersection. <br />He explained that the City should first detennine the area of auth=ity of <br />MN/oor, as relates to this intersection. Maurer stated if MN/oor has jurisdiction <br />for signalization, the city would suhnit a request to include the project into <br />the MN/oor long-range plan. <br /> <br />Maurer stated he will contact the state Traffic Engineer regarding this matter <br />and report to Council at a future meeting. He noted the project should be <br />eligible f= state Aid funding. <br />
