Absent: eouncilmember Nancy Hansen. Also present: <br />Engineer Mark Graham, Public Works SUperintendent Dan Winkel, Clerk Administrator <br />Gary Berger and Deputy Clerk Catherine Iago. <br /> <br />CALL 'ill ORDER <br /> <br />ADOPI' <br />AGENDA <br /> <br />Malone moved, seconded by GrCMe, to adopt the February 25 <br />Agenda as suJ:mitted. Motion =ied illlaTli1nously. (4-0) <br /> <br />CONSENT eouncilmember Malone referred to Item 3 (a), Spring <br />CALENDAR Clean-Up Day, under the Consent Calendar, and expressed <br />concern that the estimated cost for printing a br=hure <br />with the City of Sh=eview is ~ive; requested staff insure the printing <br />costs are equally distributed between the two cities. <br /> <br />Malone moved, seconded by Mahowald, to approve the <br />Consent Calendar as suJ:mitted and authorize execution of all necessary d=uments <br />contained therein: <br /> <br />a. Authorize Spring Clean-Up Day/Aroor Day, May 4. <br />b. Approve AJoondrnent to 1990 Ramsey County Recycling Agreement. <br />c. Approve Request to Attend MCFOA Conference, Deputy Clerk. <br />d. Approve List of Claims and Payroll. <br /> <br />. <br /> <br />Motion =ied unanimously. PROJECI' <br /> <br />Council was referred to a memorandtnn from the Clerk <br />Administrator dated 2-22-91, relative to adoption of <br />the proposed Resolution No. 91-14. <br /> <br />Berger advised this matter was considered and a motion was passed by Council at <br />the February 11 meeting, however, the state Local Improvement Guide requires a <br />resolution be adopted in conjunction with il1Iprovernents; staff has prepared the <br />resolution for adoption. <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-14. Receiving the Feasibility Report, Ordering Preparation of Plans and <br />Specifications and Calling for a Public Hearing on March 25, 1991, at 7:30 p.m., <br />on the 1991 Pavement Maintenance Improvement. Motion =ied unanimously. (4-0) <br /> <br />RES. #91-15; <br />1991 PAVEMENT <br />MAINI'. PROJECI' <br /> <br />Council was referred to the prel:iJninary plans and <br />specifications for the 1991 Pavement Maintenance <br />Improvement Project, as suhnitted by Engineer Graham. <br /> <br />Councilmernber Malone questioned several items in Section 2000 of the prel:iJninary <br />plans. <br /> <br />. <br /> <br />Engineer Graham explained that certain sections of the plans are standard/general <br />language which is included in all il1Iprovement projects. He noted the section with <br />specific language relating to this project and advised those specifications <br />override the general rules. <br />
