Gr"aham eJqllained the two alternative methods f= correcting the settlement problems. He eJqllained the settlement occurs due to poor compaction methods when the street was =iginally constructed. Gr"aham noted that although the corrective measures will resolve the problem on Chatham Avenue at this tillie, the situation :may occur in the future. Malone questioned when the front footage assessment rate will be established. Gr"aham stated the bids are scheduled for opening on March 21, and actual costs f= will be calculated pri= to the Public Hearing scheduled on March 25. Malone moved, seconded by GrcMe, to adopt Resolution 91-15, Approving the Plans and Specifications and Ordering the Advertisement for Bids, to be opened on March 21, 1991, at 10:00 a.m., in the Matter of the 1991 Pavement Maintenance Improvement. Motion carried unaniInously. (4-0) 1991 RECYCLING AGREEMENT Council was referred to a memorandum from the Clerk Administrator dated 2-21-91, relative to the proposed 1991 Municipal Recycling Gr"ant Agreement with Ramsey County . . Berger advised a provision is included in this draft of the agreement to insure that Ramsey County cities are aware of the County policy to cease funding of curJ::side recycling after 12/31/91. He also explained the proposed plastics recycling is not included in the agreement at this tillie, since the grant application has not yet been approved. eouncilrnember Malone requested. the agreement be amended to state ''weekly'' pickup of recycling :materials, rather than "bi-weekly". Malone eJqlressed conce:rn relative to the high cost increase in recycling since the inception of the program. He suggested personnel and equipment could be purchased by the City to perfonn the recycling for the costs reflected in the contract. eouncil.mernber Malone suggested the Public SafetyfWorks Committee review alternative methods f= recycling to begin in 1992. 'Ihere was discussion regarding establishing a fee to residents on the utility statements, approx:i1nately $26.00 per household annually, to f1.U1d the recycling program in 1992. Gr"owe moved, seconded by Mahcmald, to approve the 1991 M.micipal Recycling Agreement between the City of Arden Hills and Ramsey County, as amended to weekly pickup of recycling :materials, and to authorize execution of the dOCUllleJ1t by the proper city officials. Motion carried unanimously. (4-0) .
