He eJqllained the settlement occurs due to poor compaction methods when <br />the street was =iginally constructed. Gr"aham noted that although the corrective <br />measures will resolve the problem on Chatham Avenue at this tillie, the situation <br />:may occur in the future. <br /> <br />Malone questioned when the front footage assessment rate will be established. <br /> <br />Gr"aham stated the bids are scheduled for opening on March 21, and actual costs <br />f= will be calculated pri= to the Public Hearing scheduled on March 25. <br /> <br />Malone moved, seconded by GrcMe, to adopt Resolution <br />91-15, Approving the Plans and Specifications and Ordering the Advertisement for <br />Bids, to be opened on March 21, 1991, at 10:00 a.m., in the Matter of the 1991 <br />Pavement Maintenance Improvement. Motion carried unaniInously. (4-0) <br /> <br />1991 RECYCLING <br />AGREEMENT <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator dated 2-21-91, relative to the proposed <br />1991 Municipal Recycling Gr"ant Agreement with Ramsey <br />County . <br /> <br />. <br /> <br />Berger advised a provision is included in this draft of the agreement to insure <br />that Ramsey County cities are aware of the County policy to cease funding of <br />curJ::side recycling after 12/31/91. He also explained the proposed plastics <br />recycling is not included in the agreement at this tillie, since the grant <br />application has not yet been approved. <br /> <br />eouncilrnember Malone requested. the agreement be amended to state ''weekly'' pickup <br />of recycling :materials, rather than "bi-weekly". <br /> <br />Malone eJqlressed conce:rn relative to the high cost increase in recycling since <br />the inception of the program. He suggested personnel and equipment could be <br />purchased by the City to perfonn the recycling for the costs reflected in the <br />contract. <br /> <br />eouncil.mernber Malone suggested the Public SafetyfWorks Committee review <br />alternative methods f= recycling to begin in 1992. <br /> <br />'Ihere was discussion regarding establishing a fee to residents on the utility <br />statements, approx:i1nately $26.00 per household annually, to f1.U1d the recycling <br />program in 1992. <br /> <br />Gr"owe moved, seconded by Mahcmald, to approve the 1991 <br />M.micipal Recycling Agreement between the City of Arden Hills and Ramsey County, <br />as amended to weekly pickup of recycling :materials, and to authorize execution of <br />the dOCUllleJ1t by the proper city officials.
