<br />Minutes of the Arden Hills Regular Council Meeting, 2-25-91 <br />Page 3 <br /> <br />. <br /> <br />WATER MEI'ER <br />CEID'IFICATION <br />TESTING <br /> <br />Council was referred to a memorandum fran Public Works <br />SUperinterrlent winkel dated 2-21-91, relative to the <br />quotations received for testing and certifying <br />carrunercial water meters. <br /> <br />Winkel advised two quotes were received for the project; noted the price <br />differential f= the 10" meter at Bethel College. He recommended Munitech, Inc. <br />be hired to test and certify the meters at an awroximate cost of $1,550.00. <br /> <br />eouncilrnember Malone asked if either company had offered carrnnents relative to the <br />meters contr:ibJting to the extreme water loss reflected in the city records. <br /> <br />The Public Works SUperintendent stated both company representatives ~essed the <br />opinion that such an extreme water loss would not be due solely to water meters. <br /> <br />Councilrnember Mahowald questioned if the expenditure to test and certify the <br />meters is worthwhile. <br /> <br />Winkel stated the meters are worn and have reached the point where it would be a <br />wise investment to test and also begin a replacement program; suggested testing <br />be done on a regular basis, every three to five years. <br /> <br />. <br /> <br />Mahowald:moved, secon:ied by Malone, to approve the <br />retention of Munitech, Inc., to test and certify the commercial/industrial water <br />meters, and approve the expenditure of $1,550.00 from the 1991 Water utility <br />b.J.dget. Motion carried unanimously. (4-0) <br /> <br />OJUNCIL ~S <br /> <br />LIGHI'ING; BIG <br />TEN SUPPER CilJB <br /> <br />eouncilmernber Malone questioned the exterior lighting at <br />the Big Ten SUpper Club. <br /> <br />Deputy Clerk Iago advised Building Official David Kriesel has sent correspondence <br />to the CMler regarding the lighting and a copy will be forwarded to Council. <br /> <br />SIGNS & PARKING; <br />~ JOHNSONS <br /> <br />Councilmernber Malone questioned when the Barmer Sign and <br />parking spaces will be rerocwed fram Howard Jobnsons. <br /> <br />Deputy Clerk Iago stated correspondence will be directed to the new Manager from <br />staff regarding both items. <br /> <br />S'Ia'IE AVENUE; <br />IMPmVEMENT <br /> <br />Councilmernber Malone suggested AttoI:TIeY Filla be directed <br />to draft an Ordinance amendment which prohibits <br />solicitation on private property at the owner's request. <br /> <br />Councilmernber Malone questioned if the residents on <br />stowe Avenue have contacted city staff regarding a <br />petition f= street improvements. <br /> <br />SOLICITATION <br />ORDINANCE <br /> <br />'Ihe Clerk Administrator explained he has discussed the procedures with Char <br />Wilmar, stowe Avenue resident, and no fonnal action has been taken to date. <br /> <br />. <br /> <br />Mayor Sather suggested staff contact Ramsey County Engineer Paul Kirkwald to <br />determine the deadline for residents to suhnit a petition, if the project is to <br />be included in the 1991 County improvement schedule. He further suggested staff <br />contact Char Wilmar to infonn her of the deadlines. <br />
