.

Arden Hills Council 3 December 28, 1992

MOTION: Hicks moved, seconded by Growe, to adopt Resolution 92-
76 Ordering a Preliminary Feasibility Report in the
Matter of the 1993 Pavement Management Improvement.
Motion carried unanimously (4-0).

AWARD SALE OF CITY-OWNED TRUCKS

Council reviewed a memorandum from Administrator Person
which reported that the City conducted a closed bid process
for the sale of three City vehicles, those vehicles being
one-ton truck vehicle #4, one-ton truck vehicle #26, and
3/4-ton truck vehicle #17. Person's memorandum reported
that sixteen bidders submitted bids and the highest bids
received for each vehicle were as follows:

Vehicle #4 Vehicle #26 Vehicle #17
$10,200 - Noonan $9,850 - Noonan $8,200 - Noonan*
$ 7,579 - Green $7,269 - Green $5,900 - Noonan*
$3,551 - Johnson

*Person's memorandum explained that Noonan's original bid
for vehicle #17 was $8,200 but following review of the bids
. Noonan withdrew that bid and revised it to $5,900.

MOTION: Hicks moved, seconded by Growe, to award the sale of
vehicle #4 to Noonan for a sale price of $10,200;
vehicle #26 to Noonan for a sale price of $9,850; and
vehicle #17 to Noonan for a sale price of $5,900.

Councilmember Hicks stated that his understanding with
regard to bids for vehicle #17 is that bids were opened and
both Noonan and Johnson were given an opportunity to revise
their bids, Noonan revised his bid to $5,900 while Johnson
maintained his original bid of $3,551. Hicks stated that he
is comfortable with the process which took place and
awarding the sale of vehicle #17 to Noonan.

Councilmember Malone asked if both the first (Noonan) and
second (Johnson) highest bidders for vehicle #17 were given
the opportunity to review the bids that were received.
Person explained that originally, the highest bidder for
vehicle #17 was Noonan at $8,200 and the second highest
bidder was Johnson at $3,551; however, following the review
of the bids received, Noonan withdrew his bid of $8,200 and
revised it to $5,900, Johnson was given the opportunity to
revise his bid and he did not choose to do so.

~ In the spirit of a closed bid process, whereby each bidder
submits a closed bid rather than going through a negotiation
process, Person recommended that the sale of vehicle #17 be
awarded to Johnson at $3,551 rather than to Noonan.
