<br /> . <br /> Arden Hills Council 8 November 9, 1992 <br /> The applicant, Owen Rasmussen, and Bergly reported that on <br /> the lot immediately to the west of the applicant's lot is a <br /> 30 ft. X 48 ft. (1,440 square foot) 21 ft. high steel pole <br /> building. It was further reported that the applicant plans <br /> to roof and trim the accessory building in the same color as <br /> the house, and install vertical steel siding on the exterior <br /> walls in a similar color to the house. <br /> Councilmember Malone recalled a solid fence along the south <br /> property line of the applicant's property and questioned how <br /> the accessory building would be accessed. Bergly stated <br /> that there is a crushed rock drive around the north end of <br /> the home which would provide access. <br /> Councilmember Hicks expressed concern regarding the exterior <br /> appearance of the accessory building and whether it would be <br /> appropriate in the neighborhood. He stated that he would <br /> prefer to see the applicant use horizontal siding to match <br /> the house in order to maintain the look of a residential <br /> nature rather than an agricultural look. <br /> . Rasmussen stated that high tensile strength steel siding is <br /> more durable than the usual residential-type horizontal <br /> siding and more appropriate for the use of the building. He <br /> explained that the building is planned to be constructed <br /> with 10-foot high side walls with six feet of pole <br /> underground. He added that he has already obtained the <br /> materials because he did not expect any problems. <br /> Councilmember Malone asked if the applicant would construct <br /> the building using different materials if cost were not an <br /> issue. Rasmussen answered no. <br /> Bergly emphasized that under the proposed revised ordinance, <br /> this accessory building would require a variance, but since <br /> the building was planned prior to the development moratorium <br /> and because the trim, roof and color will be similar to that <br /> of the house, he considered the building acceptable. <br /> Attorney Filla commented that the purpose of a development <br /> moratorium is to prevent nonconformities while the <br /> development moratorium is imposed. He advised Council that <br /> they are not required to waive the development moratorium <br /> and if they agree to a waiver, they may attach conditions. <br /> Rasmussen informed that in addition to the color and trim of <br /> the exterior of the building matching the house, his yard is <br /> . quite wooded so the accessory building would be barely <br /> visible from the street. Councilmember Hicks commented that <br /> though the building may not be very visible from the street, <br /> it would be very visible from the north and may detract from <br /> the aesthetics of the applicant's home and the neighborhood. <br />
