r , <br /> • <br /> Arden Hills Council 2 September 28 , 1992 <br /> PUBLIC COMMENTS <br /> There were no public comments . <br /> UNFINISHED AND NEW BUSINESS <br /> CONSIDERATION TO INITIATE <br /> ON-SITE FALSE ALARM NOTICE <br /> Clerk Administrator Person reported that the City of North <br /> Oaks requested that Ramsey County Sheriff ' s Office begin a <br /> procedure of placing a notice on site , in an inconspicuous <br /> location, after responding to a false residential alarm, in <br /> an effort to notify the homeowner that a false alarm and <br /> emergency response took place . She added that Ramsey <br /> County Sheriff ' s Office has now offered that service , at no <br /> additional charge, to the City of Arden Hills . <br /> Councilmember Malone commented that it would be beneficial <br /> to the homeowner to be notified of the incident so the <br /> 411 resident is aware and can take necessary corrective action. <br /> MOTION: Malone moved, seconded by Growe, to direct the Clerk <br /> Administrator to notify Ramsey County Sheriff ' s Office <br /> to immediately institute the on-site false alarm <br /> notification procedure in the City of Arden Hills . <br /> Motion carried unanimously ( 4-0) . <br /> PROCESS FOR APPEAL OF <br /> FALSE ALARM FINE <br /> Clerk Administrator Person explained that the current <br /> ordinance allows the City to impose a $50 fine to a resident <br /> after their residence has had four false residential alarms . <br /> She added that in imposing a fine recently, the resident <br /> involved requested an appeal , however , the ordinance does <br /> not provide for an appeal process . She stated that there <br /> may be times when the false alarm situations are beyond the <br /> owner ' s control (such as a power failure) and perhaps an <br /> appeal process could help resolve that type of situation. <br /> Acting Mayor Mahowald asked how best to address this issue . <br /> Attorney Filla stated that there can be an informal policy <br /> established or the ordinance can be amended to allow for a <br /> specific appeal procedure to be administered either by the <br /> Clerk Administrator or the Council . <br /> 410 In response to Council question, Deputy Clerk Iago stated <br /> that the City automatically bills a resident after four <br /> false alarms , and she is not aware of any previous requests <br /> to appeal . <br />
