Approve List of Claims/Payroll . <br /> PUBLIC COMMENTS <br /> There were no public comments . <br /> UNFINISHED AND NEW BUSINESS <br /> DISCUSSION OF PROPOSED REVISION OF <br /> ADMINISTRATOR JOB DESCRIPTION <br /> Attorney Filla advised that proposed Resolution No . 92-65 <br /> was drafted, per task force direction, to define the duties <br /> of the City' s Clerk Administrator . He pointed out that the <br /> duties are consistent with what State law allows , and are <br /> primarily the same as before except that language has been <br /> added stating "The City Administrator shall supervise all <br /> Administrative staff and be directly accountable to the City <br /> Council . " He said the Administrator position would be <br /> similar in fashion to a Chief Executive Officer , if the <br /> resolution is passed. <br /> Councilmember Mahowald commented that the newly added <br /> language will accomplish the intent of moving away from <br /> multiple reporting lines to a new style which gives the <br /> Administrator more vested authority . Filla stated that if <br /> Council so desires , a organizational flow chart could be <br /> incorporated into the resolution. Mahowald stated he did <br /> not consider that necessary . <br /> Councilmember Malone questioned whether responsibility of <br /> hiring and firing of staff would be delegated to the <br /> Administrator if the resolution were passed. Attorney Filla <br /> said those duties would be the responsibility of the <br /> Administrator . Malone cautioned Council to be certain that <br /> the proposed resolution conveys Council ' s intent . <br /> • Clerk Administrator Person stated that her understanding is <br /> that 1) The only change would be the language quoted by <br /> Attorney Filla, 2) Council would still have responsibility <br /> for overall planning and policy approval , and 3) The <br /> Administrator would have authority to execute and implement , <br /> yet be accountable to Council . <br />
