• <br /> Arden Hills Council 7 September 14 , 1992 <br /> DISCUSSION OF BOND REFERENDUM <br /> Attorney Filla stated that he has spoken with the people <br /> involved in the proposed City Hall project and they are <br /> comfortable with a bond referendum. He added that the <br /> wording for the referendum can be changed up until the time <br /> the ballots are printed, the proposed wording is : <br /> "Shall the City of Arden Hills be authorized to issue <br /> General Obligation Bonds in an amount not to exceed 2 . 8 <br /> million dollars for the construction of a new Public <br /> Works/Maintenance Facility?" <br /> Councilmember Mahowald commented that the proposed wording <br /> appears to be suitable . He encouraged a concentrated effort <br /> to communicate to the public why the facility is needed . <br /> Council reviewed a list of possible key contact persons who <br /> may provide input and/or assist in distributing information <br /> regarding the referendum. Clerk Administrator Person asked <br /> Council to provide additions or changes as soon as possible . <br /> 411 Councilmember Mahowald stated that a public information <br /> meeting of all key contacts , City committees , department <br /> heads and Council needs to take place immediately to discuss <br /> effective means of communicating to the public the need for <br /> this facility . He said it would also be appropriate to <br /> develop , a schedule of efforts toward accomplishing that aim. <br /> Mayor Sather announced that a press release has been <br /> prepared for release this week which illustrates the City ' s <br /> population growth and City Hall growth and provides sound <br /> justification for the facility . <br /> MOTION : Malone moved, seconded by Hicks , to authorize the Clerk <br /> Administrator to place the bond referendum, worded as <br /> outlined above , on the November ballot . Motion carried <br /> unanimously ( 5-0 ) . <br /> MOTION : Malone moved, seconded by Sather , to schedule a public <br /> informational meeting of all key contacts , City boards , <br /> committees , department heads , and Council on Tuesday, <br /> September 22 , 1992 at 7 : 30 p .m. to discuss Public Works <br /> Referendum and City Hall construction . Motion carried <br /> unanimously ( 5-0 ) . <br /> Staff was directed to send out the meeting notices no later <br /> than September 16 . <br /> • Council referred to a fax received from Senator <br /> Durenberger ' s office regarding the arsenal property, which <br /> indicated that the process involving vacation of the arsenal <br /> property is moving quite slowly, and in fact , the City ' s <br />
