He added hat bj.dder2 were asl(ed to provide <br />bids for reinforced concrete pipe (RCP) or high density <br />plasti.c pipe (HDPE). Graham recommended the use of HDPE and <br />st8tea that the lowest bid recpi,red was from Ro-So <br />Corltracting; Inc. in the amount of $?6,048. <br /> <br />He st~ted that he h~s experience working with Ro-So <br />Contracting and would be comfortable awarding the bid to <br />them, however I Council may wish to conduct the assessment <br />hearing before awarding the bid. <br /> <br />Council was further advised that the Public Works <br />Departrnent, ~pon the direction of Council, arranged for- a <br />contractor to make one final attempt to unclog tl~e ex~sti~g <br />A~deIl Place drainage pipe, however, they were met with <br />resistance from Ray Johnson; the p~oper~y owne~ at 1540 <br />Ard8TI Place, w1.o refused to allow access tc his property. <br />Ccuncil was provided a copy of a 'atter dated August 28, <br />1902 from Mr. Johnson's attorney. <br /> <br />Cuunci1niember Malone commented that the Ardel,"; place drainage <br />issue is a sensitive situation, and although residents have <br />approached the City for relief, he questions whethel" this is <br />a City Drable~ or a private property problem. <br /> <br />MRyor Sather added t~at the City has attempted ~ correct <br />tIle existing clogged ripp; and the residents do have a <br />pYnb],~m, so t~e City needs to t~ke some kind of action, <br />CQ~Jncjlmemher Growe agreed that nnt taking some kind of <br />action would likely mean this issue would h~unt the City <br />later, councjlmember Mahowald stated that the c~ty needs to <br />take action regardless of who caused the problem.
