<br />. <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />MINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION MEETING <br />MONDAY, MAY 18, 1992, 4:50 P.M. - CITY HALL <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather called <br />the meeting to order at 4:50 p.m. <br /> <br />ROLL CALL <br /> <br />The roll being called, the fOllowing members were present: <br />Mayor Thomas Sather, Councilmembers Dale Hicks, Paul Malone <br />and Thomas Mahowald. Councilmember JoAnn Growe arrived at <br />5:30 p.m. Also present: Engineers Mark Graham and Patricia <br />Arlig, Park Director John Buckley, Public Works Supervisor <br />Dan Winkel and Acting Clerk Administrator Catherine Iago. <br /> <br />ADOPT AGENDA <br /> <br />Mahowald moved, seconded by Malone, to adopt the agenda <br />as submitted. Motion carried unanimously. (4-0) <br /> <br />DISCUSSION: DRAFT WATER MANAGEMENT PLAN <br /> <br />Engineers Mark Graham and Patricia Arlig were present to <br />review the Draft Water Management Plan and outline the <br />implementation of the plan. <br /> <br />Environmental Engineer Arlig advised the draft plan is in <br />compliance with the legal requirements of the 509 Plan and <br />briefly reviewed sections 3 thru 6 of the document; <br /> <br />SECTION 3: Modeling. Arden Hills is entirely with the <br />RCWD and a compatible computer modeling was done by MSA to <br />analyze the City'S drainage system. <br />SECTION 4: Goals/Objectives. Arlig indicated this was <br />discussed at a previous meeting and MSA was directed to <br />prepare the report. <br />SECTION 5: Management strategy Chart. Indicates <br />coordination of the plan with other agencies; RCWD, MNDot <br />and Ramsey County. Capital Improvement Plan; problem areas <br />identified and outlined on page 28 were determined after <br />discussion with staff and field review. Council may <br />prioritize problem areas. <br /> <br />Arlig advised the report recommends implementation of the <br />plan over a five year period, with an annual CIP review. She <br />indicated the next step is to make any corrections to the <br />proposal Council deems necessary, submit document to RCWD <br />for review, and return to Council for adoption. <br />
