Approve List of Claims/Payroll <br /> <br />pUB.LJ_c:::....<;QMI1.J;:l!'l'~ <br /> <br />There were no public comments. <br /> <br />PUBLIC HEARINGS <br /> <br />ASSESSMENT HEARING FOR TILLER <br />1ANE JMPROVEMENT P~OJECT <br /> <br />. <br /> <br />Mayor sather opened the meeting at 7:37 p.m. for the purpose <br />of conducting an Assessment Hearing for Tiller Lane <br />Improvement Project. Acting Clerk Iago verified publication <br />of the notice of hearing in the New Brighton Bulletin on <br />April 151 1992 and mailing to affected property owners on <br />April 10, 1992. <br /> <br />City Engineer Maurer gave a brief overview of the Tiller <br />Lane Reconstruction project which includes reconstructing <br />Tiller Lane from Lexington Avenue to Hamline Avenue to a 30- <br />foot wide urban street with concrete curb and gutter with a <br />minor amount of utility improvements. Referring to his <br />April 20, 1992 report, he provided a breakdown ot the <br />estimated costs presented at the February 10, 1992 public <br />hearing versus the actual low bid received. In summary, he <br />stated the total project cost (assuming award to the lowest <br />bidder) is $278,658.60 at which the amount to be pai~ by the <br />City is $143,127.96 and the amount to be assessed to <br />benefitting property owners is $135,530.64 at a rate of <br />$29.27 per front foot. <br /> <br />Councilmember Hicks asked why the City's share is slightly <br />more than 50% of the total project cost. Maurer responded <br />that the City is responsible for right-of-way costs which <br />are not assessable. <br /> <br />~ <br /> <br />Acting Clerk Iago stated that written comments were received <br />from three residents, two from 1158 and 1117 Tiller Lane <br />which favor the project, and one from 1201 Tiller Lane which <br />indicates the street should only be overlayed. <br />
