Authorize preparation of the Feasibility Study. �f <br />2. Authorize advertisement for bids. <br />3. Authorize the Engineer to ccuplete staking of the pond. <br />Councilmember Malone questioned if the area benefitted from this improvement <br />includes any properties surrounding the Keithson development. <br />Graham stated the three areas outlined in the report that appear to derive <br />benefit fron the improvement and may be assessed are the Keithson Addition, the <br />Reiling property located to the southwest of this addition and the property <br />southeast of Keithson Drive. <br />There was discussion relating to the future development of the Reiling property <br />and drainage issues. <br />Graham advised the outlet proposed for installation on the Reiling property at <br />this time is sufficient to handle the runoff for the property in its undeveloped <br />condition. He explained that when the property develops, further grading would be <br />necessary to increase the size of the pond and a pipe would be installed to <br />direct runoff toward Snelling Avenue. <br />Malone questioned if the additional runoff, as a result of future development of <br />• the Reiling property, was considered when calculations were presented to Rice <br />Creek Watershed District. <br />Graham explained the calculations were prepared in accordance with the drainage <br />report which was drafted in late 1970. <br />Councilmember Hicks asked for clarification that the current grading plan <br />proposed for the ponding area is only sufficient to meet the needs of the <br />Keithson Addition. <br />Graham stated the current grading plan will be sufficient to ac=nodate the <br />existing drainage from the Keithson area and a long range plan is prepared to <br />meet the water needs of the area to the southwest, when development occurs. <br />Hicks questioned if there is a drainage ditch located along the north side of <br />Arden View Drive. <br />Engineer Graham stated he has no recollection of a ditch in this area and there <br />is a large hill. He explained the drainage currently flows toward Shelling Avenue <br />and to attest to alter the runoff may create more problems. <br />Councilmember Hicks asked the City Attorney if any progress has been made in <br />discussions with the developer of this property and Mr. Reiling. <br />Attorney Filla advised he has sent correspondence to the developer and indicated <br />to him where the process might lead, that as soon as the City obtains an estimate <br />. on the cost of the work on Keithson Pond the information would be forwarded to <br />him. He stated if the City orders a more detailed feasibility study, a copy will <br />be forwarded to the property owner. <br />
