.

KEI'lHSON (Cont'd)

'!he Engineer outlined actions for Council
consideration:

..~
C;
\)

Minutes of the Arden Hills Regular Council Meeting, 1-13-92
Page 4

1. Authorize preparation of the Feasibility study.
2. Authorize advertisement for bids.
3. Authorize the Engineer to complete staking of the porxi.

eouncilmember Malone questioned if the area benefitted from this i1nprovement
includes any prq:lerties surrounl.ing the Keithson development.

Graham stated the three areas outlined in the report that appear to derive
benefit from the i1lIprovement and may be assessed are the Keithson Addition, the
Reiling property located to the southwest of this addition and the property
southeast of Keithson Drive.

There was discussion relating to the future development of the Reiling property
and drainage issues.

Graham advised the outlet proposed for installation on the Reiling property at
this tllne is sufficient to handle the runoff for the property in its undeveloped
=OOition. He explained that when the property develops, further grading would be
necessary to increase the size of the pond and a pipe would be installed to
direct nmoff toward Snelling Avenue.

.

Malone questioned if the additional runoff, as a result of future development of
the Reiling property, was =nsidered when calculations were presented to Rice
Creek Watershed District.

Graham explained the calculations were prepared in a=rdance with the drainage
rep:>rt which was drafted in late 1970.

eouncilmember Hicks asked for clarification that the current grading plan
proposed for the pending area is only sufficient to meet the needs of the
Keithson Addition.

Graham stated the current grading plan will be sufficient to accanodate the
existing drainage from the Keithson area and a long range plan is prepared to
meet the water needs of the area to the southwest, when development occurs.

Hicks questioned if there is a drainage ditch located along the north side of
Arden view Drive.

Engineer Graham stated he has no recollection of a ditch in this area and there
is a large hill. He explained the drainage currently flows toward Snelling Avenue
and to attempt to alter the runoff may =eate lOClre problems.

.

eouncilmember Hicks asked the city Attorney if any progress has been made in
discussions with the developer of this property and Mr. Reiling.

Attorney Filla advised he has sent =espondence to the developer and indicated
to him where the prcx::ess might lead, that as s=n as the City obtains an estimate
on the cost of the work on Keithson Foro the infonnation would be forwarded to
him. He stated if the city orders a lOClre detailed feasibility study, a copy will
be forwarded to the property owner.
