<br />MINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION 8/24/93 <br />PAGE THREE <br /> <br />. <br /> <br />Planning Commission in October. A public hearing would need to be held to change the <br />Comprehensive Plan. All Councilmembers were in agreement. (4-0), <br /> <br />Miscellaneous Comments <br /> <br />Councilmember Probst requested the Council consider placing the TCAAP City <br />HalllPublic Works facility issue on the September Worksession agenda and an <br />agreement reached as to the length of time the Council is willing to wait on the facility <br />planning for the release of this property. All Councilmembers were in agreement and <br />staff will add this issue to the September worksession agenda. (4-0). <br /> <br />Councilmember Aplikowski informed the Council the first meeting has taken place for <br />the establishment of a task force for an Economic Development committee, Both <br />businessowners and citizens attended this meeting and were in agreement that a <br />committee of this type is needed. Minutes and a Mission statement will be established <br />in October with a request to Council in November to administer the Oath of Office to <br />the members of this new committee in the upcoming months. <br /> <br />. <br /> <br />Councilmember Aplikowski noted there is a concern among the Public Works/Safety <br />committee as to their role as members on this committee. She would like to see a <br />Mission Statement enacted for this committee as well as all committee, It was agreed <br />that the committees could attend a Council meeting and have a mini goal setting session <br />with the Council, possibly once or twice a year. Terry Post suggested a possibility of a 5- <br />10 minute video on Cable TV covering the functions of the different commissions and <br />committees. <br /> <br />EZ Recycling contract - Person indicated the contract is up for renewal and asked for <br />input regarding any issues. Aplikowski questioned the need for recycling every week and <br />if there could be a way to establish one or two days per week when rubbish could be <br />picked up. There seems to be rubbish by the curbside on any given day of the week. It <br />was agreed to investigate this, however, the charge is by tonnage. Therefore there is no <br />City advantage to this. There was an additional request to review a sliding scale, <br /> <br />Councilmember Hicks stated Itinerant Vendor Victor Scevers approached him and <br />questioned whether the Council would reconsider their decision to deny his request for a <br />partial refund of his retail sales fee due to his application being rescinded. Council <br />directed staff to add this item to the August 30 agenda for consideration. <br /> <br />. <br /> <br />Dorothy Person updated the Council on the Retrocession with the Army Reserve. The <br />Army Reserve is requesting to become a part of the Arden Hills' police and fire <br />protection from the City. They offer to the City the use of their facilities ie: polling <br />place, classes, firing range, etc. Discussion followed whether the City should bill for <br />these services as they are not on the tax roll. Person will review further costs with a <br />reconciliation of uses approach, <br /> <br />Ms. Person informed the Council two employees are requesting reimbursement for the <br />interest penalty relating to the error in the administrating of the Section 125 plan. <br />Council previously agreed to pay up to $50.00 for each year for costs and agreed to pay <br />the Social Security for both employee and employer.
