City Council Summary Memo — Work Session #3 — Zoning Ordinance Update —August 11, 2025 <br />Club or Lodge —The City Council requested that Club or Lodge be kept in the use table. HKGi suggests <br />allowing these uses in the MU, CB, and BP districts. <br />Day Care — HKGi will include Day Care as a conditional accessory use in most residential, commercial, <br />and industrial districts to ensure it could be utilized by businesses or places of assembly. <br />Place of Assembly — Given the very limited size of the BP zoning district (only 9 parcels) and the <br />apparent focus by the businesses there on supply and distribution, printing services, contractors <br />offices, and indoor sports and fitness, HKGi removed Place of Assembly from the use table for this <br />district. It remains a conditional use in most other districts in the city. If the City Council desires, it <br />could be added back in. <br />Public Use — It may be feasible and logical to separate out municipal uses from state or federal uses <br />and address them in slightly different ways. HKGi will look for precedents in the area and strive to <br />incorporate permissions that are more flexible for the City and require additional oversight for other <br />level of public uses. <br />School (general education) — HKGi continued to allow schools to be located in residential districts, <br />though suggested allowing them to be approved by -right in the R-3 and R-4 districts instead of <br />conditionally. The City Council would like to ensure that potential issues such as parking, traffic, <br />outdoor recreation, etc., do not significantly impact surrounding areas so would like these permissions <br />to either be Permitted with Standards or Conditional. HKGi will look at which level of allowance seems <br />to be most appropriate and will update the use table accordingly. <br />Automotive Services Station (major and minor) — Some communities distinguish between "major" and <br />"minor" uses of auto service stations in order to control the locations where potential disruptive uses <br />might locate. Often, major classifications involve auto painting, repair, and/or body work. These sorts <br />of uses are more often located in or near industrial districts. Minor classifications include dispensing <br />fuel as well as service such as tire sales, oil changes, and installation of equipment. These uses are <br />more compatible with commercial or mixed use districts. The exact determination of what would <br />qualify as major or minor is outlined in the definition. <br />Retail Sales and Service (large and small) — Similarly, retail operations may be categorized by size of <br />footprint or gross floor area. This allows stores of a certain magnitude, such as big box operations, to <br />be located in districts where the associated traffic and operations are less impactful to homes. Smaller <br />stores are more appropriate for neighborhood commercial districts or other locations. The threshold <br />for determine large or small is included in the definition. <br />Off -Site Service Business — This is a use that has a physical presence at a location, but most of the work <br />is done remotely as technicians or repair services travel to other properties.
