City Council Summary Memo — Work Session #3 — Zoning Ordinance Update —August 11, 2025 <br />plumping repair or home cleaning service where employees start and end their shifts at the office but <br />spend much of the day off -site. <br />Research and Development — The City Council questioned why this use is proposed to be allowed in the <br />Conservation District. HKGi notes that it is currently allowed there conditionally but could certainly be <br />prohibited. <br />Personal Services —The current Arden Hills definition of personal services notes that this would <br />typically include things like "apparel tailoring and cleaning; hair styling, trimming and cutting; beauty <br />services; photographic services; and other services of a similar nature." In the proposed use table, dry <br />cleaning is a separate use. A tattoo parlor or other cosmetology service would typically be included in <br />this use category. <br />Construction Contractor Yard — HKGi will remove this use from the table. <br />Data Center — Both the Planning Commission and City Council recommended this use be added to the <br />Principal Use Table. As a current topic of interest by many communities, HKGi will work to gather <br />information about specific standards that are either in place or being considered to manage the <br />impacts of data centers. <br />Storage Facility — HKGi will remove this use from the table. <br />Home Occupation — The City Council discussed this use and is looking for guidance on how to structure <br />regulations so as to allow — in a reasonable fashion — low -impact Home Occupations, but also to <br />provide oversight of certain types of Home Occupations that have the potential to be disruptive to <br />immediate neighbors and to the wider neighborhood. The current approach allows Class I Home <br />Occupations to be approved administratively, but requires Class 11 Home Occupations (those that <br />involve an outside employee, for example, or have patrons visiting the property) to obtain a <br />Conditional Use Permit. <br />HKGi believes this approach unnecessarily creates obstacles by requiring many types of Home <br />Occupations to go through a public process. To the extent possible, standards that limit the potential <br />impacts of traffic, noise, etc., should be written into code and staff should be allowed to approve most <br />uses administratively. Certain targeted types of Home Occupations could be singled out to require a <br />Conditional Use Permit, or even be prohibited as an allowed type of Home Occupation. <br />Storage, Exterior — HKGi will look at what types of standards might be reasonably included in the <br />zoning code to mitigate the visual impacts of exterior storage. If the impacts cannot be mitigated, the <br />accessory use could be removed. <br />Corridor Business vs. Business Park comparison —The City Council questioned if the uses allowed in <br />these two districts overlap too much and is there a danger they become essentially the same district. <br />6 <br />
