City Council Summary Memo — Work Session #3 — Zoning Ordinance Update —August 11, 2025 <br />HKGi suggests discussing in more detail the purpose statements for each district and determining what <br />uses might be shifted to focus on one district or the other. <br />General Development Standards: <br />Parking —The City Council has questions about how to ensure sufficient parking would be provided for <br />various types of schools (elementary, secondary, etc.). The current code does base minimum parking <br />standards on the number of staff and classrooms for elementary schools, and off of staff and number <br />of students for secondary school. HKGi will consider and build off of this approach as parking updates <br />are brought forward. <br />EV Charging — HKGi recommended that all new one- and two -unit dwellings be set up to be EV-Ready. <br />The City Council asked for clarification on what this standard meant in terms of infrastructure and cost. <br />EV-Capable: new construction is equipped with conduit and adequate panel capacity to <br />accommodate future installation of a dedicated branch circuit and charging station. <br />EV- Ready: requires the installation of conduit, electrical panel capacity, dedicated branch <br />circuit, and a receptacle (outlet) to support future installation of a charging station. The <br />difference between EV-Capable and EV-Ready is the addition of the wiring and receptacle <br />While exact costs for installation of EV-Ready infrastructure for new one- and two -unit dwellings <br />wasn't readily available, data indicates the cost is roughly % of that needed to retrofit an existing <br />structure. <br />Landscaping — The City Council confirmed that landscaping standards around tree requirements should <br />not be recalculated or reduced. They were interested in learning more about potential overcrowding <br />and tree health. HKGi will look to provide information from landscape architects about recent research <br />and best practices, but will not proposed changes to the current standards. <br />Signage —The City Council suggested signage could be discussed further at the future meeting in order <br />to review potential draft language. They want regulations to be clear and easy, and are specifically <br />concerned about dynamic signs and LED signs. There is interest in establishing specific rules for areas <br />along highways and commercial corridors. <br />NEXT STEPS <br />HKGi has provided staff with some general sections of code to review and provide comments. Based on <br />the feedback from the Council at the August meeting, additional draft sections of code will be able to <br />be shared. <br />HKGi is also working with City staff to create a project web page where updates about the zoning code <br />project may be posted, including a survey to gather feedback on some of the development standards <br />that have been discussed.
