Planning Commission Meeting —Zoning and Subdivision Ordinance Revisions —Work Session #3 —July 9, 2025 <br />• Solar Energy Systems <br />Many of these standards are related to the size of the building, architecture, landscaping, and other <br />site features. <br />Classifying a use as Permitted with Standards may require new standards to be added to the Use <br />Specific Standards section of code. Currently, the principal uses listed below have been identified as <br />potentially being Permitted with Standards but do not yet have standards associated with them. The <br />final list will need to wait to be determined until the City Council has completed its review of the use <br />tables. <br />• Brewpub <br />• Convenience Store / Gas Station <br />• Construction Contractor Yard <br />• Dwelling, Cottage Courtyard <br />• Dwelling, Townhome / Rowhouse <br />• Hospital <br />• Micro brewery <br />• Micro distillery <br />• Nursery <br />When considering the creation or addition of standards, the goal should be to limit or mitigate <br />potential community impacts to health, safety, and welfare. Below are examples of the sorts of <br />standards that are often considered: <br />• Compliance with intergovernmental licensing requirements (e.g., alcohol, lodging, health, or <br />food -related licenses) <br />• Additional standards for outdoor dining, screening, or display (e.g., location, size, and <br />placement of seating or merchandise) <br />• Placement and setbacks for use -specific outdoor items (e.g., propane tanks at convenience <br />stores/gas stations) <br />• Operational impacts such as parking demand or site circulation (e.g., drive-thru stacking <br />distances, menu board placement, and noise) <br />• Other elements that may require special attention (e.g., townhome unit clustering, frontage, <br />shared common space requirements) <br />QUESTIONS FOR DISCUSSION <br />• Are there existing use specific standards that need to be adjusted to better regulate <br />development? <br />• Of the uses that are being proposed to be classified as Permitted with Standards, are there any <br />specific requirements that should be added to the zoning text? What aspects of these uses may <br />be cause for concern? <br />3 <br />
